How many people in one prefecture?
Though his Thunder Knife Clan is a major clan of Guihai Prefecture, there were not too many people within the clan. If there were too many, the available resources could not be sufficient for all members.
It's the clan's belief that resources should only be used to cultivate the strong. The weak didn't need resources.
