Face swapping is fine, escaping Zone 5 is fine, as long as soone has seen them; once there’s an official wanted announcent, players who have seen them don’t need to hesitate to kill them.
The Law Enforcent Building is mostly destroyed and definitely uninhabitable, so Xu Huo temporarily moved his office next to the street, using a prop obtained previously on the train that can simulate environnts. This prop is smaller than "Snowflake Hotel", with a street connected to a nearby lane and a few demolished buildings, just enough space.

"Honestly, I can’t bring myself to label them as wanted criminals and kill them just for vandalism and petty theft," Zhu Xiaojin said.
"Do you think the people here are actually innocent?" Chen Zhongzhi replied, "I’ve seen them deliberately trick players into the one-third ga countless tis. Players die in the ga too, they’re harming people."
Zhu Xiaojin had nothing to say; it was indeed true. Many even taunted players, knowing they wouldn’t dare retaliate carelessly.
"Let’s focus on the issue," Xu Huo said, "Tomorrow you all spread out, docunt what you encounter, bring everyone back for processing."
"Are we supposed to determine whether each person broke the law?" Chen Zhongzhi felt this was a bit degrading.
