Director Kelly from the Secret Action Departnt encountered sothing unusual in her office today.
She received a phone call.
It was from Song Heping.
It was completely unexpected.
The "Watcher" squad had failed their mission in Venezuela and were ultimately captured.
When the news ca, it caused an uproar among the higher-ups at the operations center in Langley.
William, the South Arica division manager responsible for the planning and commanding of this mission, had already volunteered to suspend his duties after the failure.
In essence, he was taking the bla.
These past days, the departnt had been discussing how to rescue these n.
Because the "Watcher" operation unit was of a very different nature, although Langley would not officially acknowledge their identities and existence,
they would secretly carry out rescues through other channels.
If they abandoned the "Watcher" operation unit after the failure, no one would be willing to risk their lives for the departnt in the future.
The rescue operation had to infiltrate into Venezuela.
Over the years, military infiltration operations into Venezuela had never been successful.
Faced with this situation, Kelly was in a difficult position.
The rescue operation also ant trendous risks.
If it failed again, it would be adding insult to injury.
The undercover agents in Venezuela had all been mobilized.
Even though the thod of rescue had not yet been decided, they needed to gather intelligence as early as possible.
News quickly arrived that several mbers of the "Watcher" team had been captured and imprisoned within an Army Special Forces camp in Caravosso, located less than five kiloters from a Venezuelan chanized division, making the success rate of storming the camp to rescue them practically zero.
Especially since Caravosso is situated in central Venezuela and not near the coast, it is a strategic stronghold.
According to reliable information, Song Heping's "Falcon" Special Soldier School had sent a small team specifically to guard them.
Considering all the factors, the possibility of an ard rescue was even less likely than sending a B2 stealth bomber there to drop a bomb.
If not by force, the only option left was negotiation.
Thus, Kelly directed her people to contact the Venezuelan intelligence, hoping to establish a negotiation channel.
Intelligence agencies around the world maintain certain communication channels in shadow warfare, and everyone has their own rules.
For example, there are Venezuelan spies captured and imprisoned within the United States territory; these people are bargaining chips that can be used for negotiations and exchanges.
Therefore, after agents are captured, they are typically not killed but rather kept imprisoned long-term, in case the situations change.
But after an urgent contact, the Venezuelan intelligence agency had no idea about the incident.
That is to say, this was an operation carried out solely by the Venezuelan military itself, without informing their intelligence agency.
Moreover, the thod used by the military to handle this alone suggested that they did not want the intelligence agency to intervene.
Kelly's representatives who reached out to the Venezuelan intelligence asked if they could coordinate with the military, then both sides could start negotiations to determine the conditions.
However, they were soon disappointed.
The response was that the military would not accept any conditions because the military was rely a side player; the main participant was the "Falcon" Special Soldier School.
Because Song Heping was the one attacked, and it was Song Heping who captured the individuals.
This Mr. Song, a Chinese, not only has a vast network of influence in Venezuela but was reportedly recently received by their president.
For Langley sending people repeatedly to harass and even attempting to kidnap their principal, the Falcon Special Soldier School had no intention of compromising, there was nothing to discuss.
By the end, soone suggested that Kelly should seek out the military heads at the Departnt of Defense.
The reason was simple, Song Heping and his "Musician" Defense Company were still handling a major transportation contract with the US forces in Iraq.
If they used this contract as leverage, he would surely release the hostages.
Upon hearing this, Kelly exploded, "We didn't inform anyone from the DOD before the operation, nor did we consult the command layer of the US Army stationed in Iraq. Our actions were unauthorized and secret, and now that things have ssed up, you want to tell those old guys at the DOD that our Secret Action Departnt planned a secret operation against their military contractors?"
The one who proposed this was Kelly's capable subordinate, Strick.
After hearing his boss's words, which vaguely contained the sound of thunder, he dared not say anything further.
Although the CIA and the DOD both fed from the United States governnt, their interests were not completely aligned, and their mutual distrust had persisted over the years.
The military even established their own intelligence departnt, trying to avoid cooperation with the CIA whenever possible, while many of the CIA's operations required assistance from the military, thus the relationship had always been dominated by the military.
Now things had gotten to this point, and they were supposed to talk to the DOD?
Kelly didn't even have the qualifications to do so herself, not to ntion that even if the CIA Director or Deputy Director personally took action, they would likely be scolded by the military heads.
Just when she was at her wit's end, Song Heping's call ca through.
Seeing the vibrating phone on the desk, Kelly's face changed slightly.
This phone was a dedicated line, only used by the "Watcher" squad to report ergencies during missions.
She picked up the phone and pressed the call button.
The voice of her subordinate, William, ca through the phone.
"Ma'am, Song Heping wants to talk to you."
"What!?"
Kelly first thought she had heard wrong.
"Who did you say wants to talk to ?"
"Song Heping, the very target of our operation." William, fearing Kelly wouldn't believe him, slowed his speech significantly.
"How did you get in touch with him?"
"He found , using the ergency number and code." William said, "It was Wilson who inford him of this channel to contact us."
"What does he want?" Kelly suddenly had a premonition that this might not be a bad thing.
"He wants to talk to you, asking if you agree," William said. "He even stated that the communication channel could be arranged by you, and could be handled by our tech team."
"Okay," Kelly said. "Contact the colleagues in the communications departnt, have them set up a communication channel on the K12 secured line, and then patch his call through to ."
After speaking, she hung up the phone.
Strick in front of her asked, "Is it Song Heping?"
Kelly nodded, "You can leave now."
A mont later, Kelly's secure phone rang again.
"Is this Director Kelly of the Secret Action Departnt?"
"Yes, Mr. Song, you are impressive to have gotten this number," Kelly said. "Tell , what do you want?"
"I believe you are well aware of the current situation," Song Heping replied. "I am calling proactively to let you know that the situation hasn't reached a point of no return. The misunderstandings between us can be resolved through communication, and if you, Director Kelly, are willing, we can et in person."
"et in person?" Kelly asked with a hint of provocation. "Where would we et?"
"At sea," ca Song Heping's laugh from the other end. "Isn't there a spy ship of yours in the international waters near Margarita Island? It's quite safe there, and it's your territory, no worries about secretly recording."
"When?"
"Sooner rather than later, tonight at eight. I will personally co calling, hoping to see you there at that ti."
