In the north of xico, in front of Altiblano Prison, Song Heping and Ferrari got out of the car. Song Heping instructed Jiang Feng to park the car in the parking lot and wait, then he headed to the entrance.
A phone call was made, and soon a senior police superintendent in a blue alert uniform ca out, followed by two prison guards wielding M4A1 assault rifles and wearing bulletproof vests.
Song Heping noticed that the prison guards here were a bit different.

Ganard candidly responded to Song Heping's inquiry.
"Look at our prison, it's divided into six sections," he continued boastfully. "Sections one to five are divided according to the severity of the cri; section one houses minor drug traffickers and thieves. Section two contains violent criminals guilty of assault, section three holds gang hitn and killers, section four contains drug traffickers, while section five houses psychopathic killers. It is isolated, heavily guarded, and has a higher security level than the other sections, specifically used to detain famous drug lords like Shorty and other top mbers of the five major families…"
As the Arican Governnt has consistently requested extradition of major drug lords from xico, and the Colombian governnt, due to various factors, does not wish to extradite them, political tugging continues between the two. The Aricans use instances of corruption within the xican police force and the lackluster prison security which often leads to drug lord escapes as excuses.
Gardner thought that Song Heping was here for a specific purpose, possibly to scout for any security loopholes in the prison and then report back to the CIA to leverage as an attack pretext.
Little did he know, this was precisely what Song Heping wanted.
Nothing was more convenient than acting under the CIA's banner.
It's a great advantage to be shaded by a large tree.
Using the CIA as a tiger skin is pretty effective.
Soon, they arrived at section six.
As Gardner said, unlike the other sections which were surrounded by wire fences, section six had its own independent high walls adorned with loops of barbed wire, high-voltage electric warning signs, and watchtowers at all four corners where guards ard with rifles manned the posts, overseeing the entire prison area.
From this, it was evident that Gardner wasn't bragging; section six was a state within a state in the prison.
At the entrance, the two went through another security screening like at the main gate, and Song Heping noticed that the security here was even tighter than outside.

Suddenly, he brought up a different subject: "How did Shorty escape from here before?"
Gardner was basking in his previous explanations when Song Heping brought up past grievances, instantly making his face heat up.
"That was a loophole…"
After awkwardly explaining it, he briefly went over Joaquin's previous escape. It was actually quite simple; Joaquin had bribed so guards and then hid in a vehicle transporting dirty laundry, covered himself with the clothes, and walked out through the main gate.
"But we have sealed that leak," Gardner added confidently. "To prevent such incidents, our guards now wear masks during their shifts, and their identities are rigorously vetted for a clean history. Also, all logistics services in section six are no longer outsourced but are handled by prisoners from other sections instead, apart from food incoming and garbage outgoing. Entering the main building of the section, Gardner continued to describe the features inside.

Song Heping was not worried in the least. He let Gardner proceed as needed.
