They did not need much ti because it was the emperor-level BOSSes themselves taking the initiative.

They only had to decide who would be the BOSS.

Once they had negotiated a result and determined who would beco the BOSS, they could rge all their territories together without needing ti to integrate.

So, while Zhou Tian was fiercely expanding his territory, the Monsters were also quick to act, and finally, while Zhou Tian’s campaign was only halfway done, the Monsters successfully rged into a single Monster Force based on their own strength.

Given the size of their original territories, it was no surprise when they united that they beca a new Human Emperor force.

Although Zhou Tian had ntally prepared himself well in advance, when he indeed discovered the existence of another Human Emperor force besides his own, his mood was quite complex.
