While they certainly wouldn’t have much fondness for Zhou Tian, they probably wouldn’t beco his enemies just for the divine city’s ruler. After all, Zhou Tian’s power was evident, and offending an enemy like Zhou Tian over other deities would be unwise from any perspective.
