The terms on the Alliance Docunt between Konoha Village and the Hidden Rain Village, the ones at the end could be achieved with money, but the conditions at the beginning where Konoha acknowledges Hanzo as the Akage and supports the annexation of neighboring lands, those are impossible no matter how much money is spent.
