The Vampire Lord had just completed his swordsmanship training for the day and, as usual, returned to his office to examine the territorial brief compiled and submitted by Governor Milian.
At this stage, the focus of the whole of Transylvania was shifting from expulsion battles to stable construction, especially the developnt of residential areas and collective farms, which were of utmost importance.
Knight Pallet had once again headed to Bataxin City.
There she would receive the “delivery” of 6,000 captives of the Ard Blood Servants, and Maxim had also been dispatched there to stabilize the situation.
The political system in West Coba’s Earldom was not yet established.
Even with the support of Little Count Shuren and the Winged Cavalry, Sir Morphy’s manpower was still insufficient to accomplish this task in the short term.
Therefore, Morphy planned to select so individuals with managent experience from the Witch Hunters to assist him in gathering manpower in Westerly Territory, serving as a “substitute” until his administrative players could grow into their roles.
The first armory to be established in the Andma Hills also required serious attention, but Morphy had already decided to designate the nearby area as a “stronghold” for a player’s territory.
What he needed to do now was rely maintain minimal observation to confirm which player’s power was capable of independently constructing and managing a territory.
With the narrative advancing to this point, Morphy could no longer regard the small players as individual entities.
Their accelerating growth rate confird that they would necessarily be considered as part of the “Guild” when included in player affairs.
This ant that different organizations and factions would form among the players, which wasn’t a bad thing for both the players and Morphy.
After all, healthy competition could always ignite a greater drive for exploration.
Morphy had three strongholds at his disposal, with the southern frontline definitely accounting for one, and the vicinity of the armory for another, leaving one to be spared for future use.
If the two strongholds soon to be delegated could be managed well, Morphy would not need to worry about the lower-level managent system of the territories thereafter.
As a Lord, he had to trust in his subordinates’ wisdom.
And as an administrator, he must also trust in his players!
After all, he didn’t have a second choice.
These matters were all planned in advance.
Morphy knew he needed to take it step by step, guiding the little players in Transylvania to unlock their potential.
However, as he was reviewing today’s territory report, an unexpected communication request interrupted Governor His Excellency’s contemplation.
Morphy glanced at the Core Bead and then furrowed his brows.
He accepted the communication and asked the other side:
“What is it, my ‘Pangolin’?”
“Sir Morphy, I have a problem for which I need to request your wisdom.”
The embarrassed voice of the Jackal Tribe Chief Hog ca through the Spirit Energy Pearl communication, slightly distorted due to the distance.
He spoke in the peculiar accent of the Jackals:
“I have already reached a peaceful arrangent for transferring spoils of war with your Warriors and the Blood Rat Gang, and all parties are satisfied.
But my request for your Warriors to help the Bloodclaw Clan defend against our current enemies was rejected.
I can sense that they are indeed willing to participate in the expulsion war in the Smugglers’ Forest between the Jackals and the Skeleton Army.
It seems like they are waiting for to offer more rewards…
But I have given them everything I could, and they are still not satisfied.
Or rather, the hunting spoils and wealth I offered don’t seem to be what they want.

Their representative told that they need to see the Bloodclaw Clan’s sincerity before they are willing to assist us.

“Ha, I guessed you would encounter this issue while communicating with my Warriors, and the fact that you’re asking directly proves you indeed have a wise and eager-to-learn heart,” Morphy leaned back in his chair.
In the dim office, he maneuvered Spiritual Energy to suspend the Calculating Pearl beside him while relaxing his body and massaging the corners of his eyes, and asked:
“First tell , Hog, what sort of rewards can you provide for my Warriors?”
“We have Coins among the spoils we left behind, things we have no use for!” Hog imdiately replied:
“Plus, there are weapons and armor left by the elites of Kenbort, so bone devices made by Plague Warlocks, and the leather and dicinal herbs obtained by the Jackals during their hunts.
Finally, there are the Earth Wolf mounts trained by our Beast Tars.
Especially the last one!
When I proposed using the mounts as a part of the reward, many Warriors showed interest, asking where they should report, but those few Warrior leaders still refused .”
I know it’s a negotiation tactic.
But I really don’t have anything else to offer.”
“No, you have many gifts to choose from; you just haven’t realized their value yet.
Or rather, your understanding of wealth and rewards remains at a quite primitive stage.
There’s a serious misunderstanding between you and my Warriors on these issues,” Morphy explained patiently:
“I can take so ti to enlighten you, Hog, but you should know…
this valuable knowledge won’t just be given freely.”
“I am willing to pay for this knowledge, sir,” Hog replied.
