World Consciousness!
Yes, World Consciousness, but not the true World Consciousness. It gives off a feeling much like Xue Dili, as if it's a chanical entity possessing the authority and abilities of World Consciousness?
Forgive Xue Dili for using this adjective to describe it. He has engaged deeply with various World Consciousnesses more than once. So-called World Consciousness is the embodint of a planet's authority as a unified entity.
If a world lacks creatures capable of thought, then the embodint of planetary authority lacks the ability to think. In this case, they are not "World Consciousness," rely a Dead Star.
But this world has living creatures; World Consciousness, therefore, only possesses authority without consciousness.
Indeed, this world's consciousness had long been killed, perhaps when the Ninth Apostle ascended, or maybe after his ascension, the world's consciousness was entirely replaced and killed by him.
To replace the World Consciousness and gain more power, the Apostle thought of a thod akin to that of Creator Zeus, which involved a comprehensive overhaul of the world's biological entities.
The Ninth Apostle succeeded. The overhauled creatures were directly connected with him, preventing the birth of a new World Consciousness.
But the cost was that, upon the Ninth Apostle's death, these creatures were completely stripped of their reproductive rights, effectively leading to extinction.

It's much like a natural self-rescue by the dead World Consciousness, finding an external Evil God.

Although they are all Evil Gods, alien entities, they can spawn a new race on this world, unaffected by the Ninth Apostle's stripping of reproductive rights.
As the new race accumulates to a certain quantity, perhaps this dead World Consciousness will gradually rejuvenate, giving birth to a completely new consciousness.
Alternatively, it might be entirely seized by the external creatures, much like the forr Ninth Apostle.
But it cannot get any worse.
