On the sea, a pitch-black ship was sailing at high speed. It was impossible to tell what it was made of—

"It's so fast."

Hancock stood at the bow, sea breeze flowing through her hair—making her look absolutely stunning. Shin found his eyes drawn to her despite himself.

"I'm so beautiful, even Shin can't look away," Hancock said with a dazzling smile after catching his stare. Then her expression went dreamy, her cheeks turning pink as she lost herself in whatever fantasy was playing in her head.

"Are you imagining sothing inappropriate?" Robin pushed Hancock, pulling her back from her fantasy.

"Robin, what are you doing? I was about to marry Shin, and you ruined it." Hancock grabbed Robin's neck and shook her, her face filled with annoyance.

"That was just your imagination. Nothing exciting about that," Robin said, breaking free and moving away from Hancock.

"Hmph, you say it's all in my head, but who knows? You're probably doing the sa thing," Hancock huffed.

Shin caught their conversation and couldn't help but smirk before settling back into his beach chair to continue sunbathing.

While Shin and his group were speeding on the sea, a eting was being held at Marine Headquarters.

The eting was about the Seven Warlords proposal that Olvia and Shin had discussed before.

They'd already held several sessions on this topic.

The Marine officers were almost universally against this plan. It felt like a complete betrayal of everything they stood for.

Legal pirates? What the hell was that supposed to an? How would the public see them after this?

"Everyone, this plan is a last resort. You all know the situation in the New World. It's completely divided, and our control over it has been reduced to a minimum."

Sengoku said with a heavy voice.

"That's why I ca up with this thod—to use the power of pirates to keep other pirates in check. And at the sa ti, we can monitor these scums of the sea."

Garp listened to Sengoku's explanation, shot him a look, then said nothing. He wasn't on board with the plan, but he understood the bind Sengoku was in. Given how much Sengoku despised pirates, he never would have suggested this unless he was completely out of options.

"Fleet Admiral, I disagree with this matter," Aokiji said.

"If this gets out, will the public think we're colluding with pirates?"

Even though they were both doves, Aokiji still opposed Sengoku's plan. And this wasn't his first ti shooting it down.

"I also object," Akainu said calmly, for once agreeing with Aokiji.

Kizaru, anwhile, stayed completely silent. Of the three Admirals, he was always the quietest during etings. When he did bother to speak, it was usually just random observations. He never weighed in on big decisions, preferring to stay on the sidelines.

"This ti, I didn't call you here to object. The Five Elders have already agreed."

Sengoku made the call. He'd already been to the Holy Land of Mary Geoise and pitched his plan to the Five Elders. They hadn't shot it down.

"This is the approval from the Five Elders. Take a look." Sengoku passed the docunt down.

BAAAAAAAAAAAAAAAM!

"Don't bother calling to etings like this anymore." Black Arm Zephyr stood up and walked straight out of the room.

Sengoku felt completely helpless. Zephyr's reaction was perfectly understandable—after all, pirates had murdered his family.

Sure, Zephyr was known as the Admiral who never killed, having never taken a single pirate's life, but that didn't an he didn't despise them.

Clearly, this proposal had crossed a line for him. And it wasn't just Zephyr—even his old friend Garp looked like he'd tasted sothing bitter.

"Sengoku, you called us for a eting, but it turns out it's not a discussion, but a direct announcent."

Garp looked at Sengoku.

Aokiji and Akainu also didn't speak. The matter had beco a foregone conclusion. It wasn't sothing they could change by objecting.

"Sorry..." Sengoku's face showed a hint of apology.

"The Seven Warlords plan has been approved. Now let's discuss who would be suitable candidates."

This was the real purpose of the eting—not to debate the system itself, but to figure out who qualified. What kind of pirates should beco Warlords?

First, weaklings were obviously out of the question. The whole point was to use them against other pirates, so they needed real power. But if they were too strong, they'd beco impossible to control.

Sengoku's brow furrowed. He looked at the jumping Den Den Mushi, then at the others in the eting room, and finally picked it up.

"Fleet Admiral Sengoku, you're a hard man to reach." The notorious sea rogue Doflamingo was calling Sengoku at that very mont.

"Doflamingo, do you want to send soone to hunt you down?"

Sengoku's voice was ice-cold. Just hearing Doflamingo's na brought back thoughts of his adopted son, Rosinante, and made him want to tear the bastard apart.

"Fufufufu! Fleet Admiral Sengoku, I'm actually calling because I want to beco one of the Seven Warlords."

"Your intel is impressive as always. But forget it—not happening."

Sengoku hung up imdiately.

Making Doflamingo a Warlord was absolutely out of the question. Personal hatred aside, he knew exactly what kind of monster Doflamingo was.

The bastard was already completely out of control. Give him official protection from Marine interference? He'd beco utterly unstoppable.

"Let's continue the eting."

Sengoku acted like nothing had happened and continued the eting. He'd already dismissed Doflamingo from his thoughts—there was no way in hell he'd ever let that bastard beco a Warlord.

But so decisions weren't his to make. The real power lay with the Five Elders.

Shin and his crew had already cleared the Calm Belt and were racing toward the Sabaody Archipelago.

At the mont, Shin was living it up—sunbathing, snacking on fruit, and getting hand-fed by Hancock herself. Talk about the good life.

"You're no better than those corrupt Celestial Dragons."

Robin glanced at Shin and said.

"Hey, Robin, that's crossing a line. You looking for trouble? There's a huge difference between and those hideous Celestial Dragons."

Shin grabbed Robin's arm, annoyed. Comparing him to the Celestial Dragons? When had he beco that despicable??

Co to think of it, were there any attractive Celestial Dragons? Those guys were genuine scumbags—he was just having a good ti.

When Shin pulled her close, Robin tried to resist briefly, but his grip was too strong. She gave up struggling and went still.

Hancock watched with obvious envy.
