"As the Hokage, you determine truth by appearance?" Danzo snapped.
In his opinion, the safest approach was to arrest Yagami imdiately and interrogate him in Konoha's torture division.
That was the most secure thod.
Hiruzen exhaled a slow smoke ring.
"If that is how you see it, then leave asuring his strength to ."
Seeing that Hiruzen had no further intention of explaining, Danzo turned sharply and walked out.
Minato, as Yagami's recomnder, could not act as his examiner.
So Hiruzen needed to find another Jōnin to challenge Yagami for the assessnt.
"Do as you wish," Hiruzen said with a shake of his head.
They had known each other their entire lives — he understood Danzo's character completely.
As long as it did not endanger Konoha's core interests, Hiruzen was willing to overlook Danzo's behavior.

The training ground the Hokage referred to was beside the Ninja Academy.
Since classes had already ended, the area was completely empty.
Yagami and Minato arrived first, chatted briefly, and before long, Hiruzen and Danzo approached.

"When I'm done with you, I'm going back to patrol."
Yagami had been wondering why they assigned an Uchiha as his examiner when there were so many Jōnin in the village.
But before he could think further, Eikō's arrogant Provocation made him frown.

Uchiha Eikō had already drawn three kunai and hurled them at Yagami — aiming for the face, chest, and abdon.
At the sa ti, he dashed forward at full speed.
