The bounty on Danzo was simply because he found it interesting and wondered if soone could kill him for that reward, perhaps Kakuzu would invade Konoha.

As for the Fourth Raikage? He just wanted to disgust the man, he hadn't forgotten that Ay had wanted to attack Otogakure before.

Toji left the exchange office half an hour later, poor, but feeling particularly satisfied.

Strangely, Toji felt his criminal potion being slightly digested, it was a small amount, but it was there.

This made him thoughtful, should he offer bounties to so Daimyo next ti? That would probably be very interesting.
