When sothing unusual happens, there is usually a reason behind it.

Upon hearing the conditions offered by Hiruzen Sarutobi, Uchiha Ren 's first reaction was that sothing about it was suspicious.

However, Ren did not imdiately press for answers. Instead, he looked at Namikaze Minato and asked calmly:

"So what does Hiruzen Sarutobi want in return?"

"As expected, nothing can be hidden from you," Minato said with a smile.

"First, the Uchiha clan must fully support my candidacy for Fourth Hokage."

"Second, the village must participate in the revision of Konoha's current laws, and obtain a certain degree of leadership in the process."

"Third, in order to make it legitimate, the Uchiha clan must hand over a portion of the authority of the Konoha Military Police Force, allowing the village to beco involved in the organization."

Ren chuckled softly.

"Heh. I was wondering why Hiruzen Sarutobi was willing to pay such a high price this ti."

"So it turns out he wants to prevent sothing like this from ever happening again."

The first two demands were relatively reasonable.

But the third demand was the real key.

Once the village inserted its influence into the Konoha Military Police Force, it would beco far more difficult for the Uchiha clan to use legal reform as leverage against the village leadership in the future.

As long as the Military Police were no longer completely controlled by the Uchiha, the threat the clan posed to the village would be significantly reduced.

The village would no longer be restrained by them to the sa degree.

Minato paused for a mont before continuing:

"The Third Hokage also said sothing."

Ren sneered.

"Our Third Hokage really is a master strategist."

"He knows perfectly well that I don't actually want the Uchiha clan to dominate everything either, so he deliberately phrased it that way."

Minato blinked, confused.

"What do you an?"

Ren snorted lightly and explained:

"This ti I used the legislative influence and law-enforcent authority held by the Uchiha clan to catch Hiruzen Sarutobi and the others off guard."

"I seized their weak point and forced them to compromise."

"But at the sa ti, it also made the Uchiha clan's power far too visible."

"You have to understand—while the blade in the Uchiha clan's hand was aid at the Konoha leadership this ti, that sa blade could just as easily be turned against the other clans in the village."

"And who's to say that blade won't fall on them next?"

He continued calmly.

greatness invites envy.

"The other clans in Konoha absolutely do not want the Uchiha clan holding a blade that could be swung at them at any mont."

"So we only have two options."

"Either we share part of the authority over that blade, allowing them a way to balance against the Uchiha…"

"Or they will unite against us, destroy the blade in our hands—"

"—or destroy the Uchiha clan itself."

Ren leaned back in his chair.

"Hiruzen Sarutobi clearly knows that a 'smart person' like would see this coming."

"That's why he's offering just enough benefits—not too many, not too few—to persuade to hand over part of the Military Police's authority."

"I see…" Minato said, suddenly enlightened.

Then he shook his head with a helpless laugh.

"There are way too many twists and turns in all this."

"I really admire you people. Can't you just say things directly?"

As the ssenger between Hiruzen Sarutobi and Uchiha Ren , Minato knew all the details, yet he still hadn't grasped the deeper implications imdiately.

He couldn't help but complain.

Ren smiled.

"It can't be helped. The situation in Konoha is extrely complicated."

"If everything were handled directly, we'd encounter enormous resistance."

For example, in Agakure, the village's overall strength was relatively weak.

There, Ren could simply rely on overwhelming force and crush opposition without going through complicated maneuvering.

But Konohagakure was far stronger.

Although Ren was confident he was currently the strongest shinobi in the village, he still couldn't suppress the entire village single-handedly.

If he tried to rule purely by force, the inevitable resistance would plunge Konoha into bloody conflict.

And at that point, Minato—who deeply cared about the village—might beco Ren 's greatest obstacle in order to prevent such chaos.

That was not sothing Ren wanted to see.

So the only option was to use certain thods to ensure that the transfer of power within the village remained relatively peaceful.

"Alright," Minato said, setting aside the discussion.

Looking seriously at Ren , he asked:

"So what are you planning to do?"

Ren smiled faintly.

"Although I do intend to hand over so authority of the Konoha Military Police Force, the real question is who I give it to."

"When you go back, tell Hiruzen Sarutobi this—"

"I'm willing to give up so authority."

"But the price he's offering is too low."

"He'll need to pay more."

"The current offer only covers the first and second conditions."

"I understand," Minato nodded.

Then he asked another question:

"So how exactly do you plan to divide the authority within the Military Police?"

This question was not only on behalf of Hiruzen Sarutobi.

It was also Minato asking for himself.

Although the issue of interfering in the Uchiha clan's internal affairs was sothing he and Ren had already arranged beforehand as part of a political performance…

It still reflected Minato's genuine belief.

In Minato's opinion, the Uchiha clan was not particularly suited to serving as Konoha's law-enforcent authority.

While the village's legal system certainly had problems, he believed the situation was also worsened by the Uchiha clan's overly rigid approach to enforcent.

"The difficult part is ensuring that the laws are actually enforced."

He continued:

"Precisely because everyone in the village knows each other—friends, relatives, and acquaintances everywhere—it becos incredibly easy for favoritism and corruption to appear."

"Let's say today soone breaks the village's laws because of so hardship, and we choose to overlook it out of sympathy."

"Tomorrow, another person breaks the law because of a different hardship."

"Should we overlook that too?"

"Once such exceptions appear, everyone will begin to imitate them."

"At that point, does the village's law even need to exist anymore?"

"And is that fair to the villagers who abide by the law?"

Ren 's gaze beca firm.

"So when it cos to law enforcent—"

"It must be strict."

"And in that regard…"

"I believe the Uchiha clan has done nothing wrong."
