"Won't admit it? That's fine. If your mother were to fail, could you take control of the Totto Land waters?" Cyrus didn't intend to continue fighting because it served little purpose.
Katakuri's strength was respectable on the seas: powerful Observation Haki, decent Conqueror's and Armant Haki, along with good developnt of his Devil Fruit ability.
But at his age, his potential had been fully realized, so he couldn't compare to the true monsters of the seas.

"After all, I have my share of intelligence too."
Though their sources differed, both Morgans and Stussy possessed vast networks of information.
"What do you want, woman?"
"You're in contact with Cyrus, aren't you? Seems like you're on good terms," Stussy cut straight to the point.
"So what?" Morgans didn't deny it.
"When he actually arrives, I hope you can introduce ."
