El and the five girls stood on the pavilion-like balcony, looking at the beautiful yet undeveloped island below, where all kinds of ferocious beasts lived.

If El wanted to expand the island, he would need sufficient soil. However, stone from outer space lacked the properties to affect an island's climate.
So if El wanted to build such an island, he would have to find one with that characteristic and integrate it into their floating archipelago.

"Before that, let's complete the expansion of the Island of Dreams."
Before El could start working, Carina asked again, "Nii-san, what are we going to do with the beasts on the island? Release them, or transfer them to other islands?"

After saying that, El flew from the balcony and floated outside the Island of Dreams.
He then controlled the stone teorites—large and small—to liquefy and rge with the island's periphery, becoming part of the Island of Dreams.
As more and more stone integrated, the Island of Dreams gradually increased in size.
Within half a day, the Island of Dreams had grown noticeably larger.
In the following days, the residents and visitors of the Kingdom of Dressrosa witnessed countless teorites falling from the sky, seemingly magnetically attracted, liquefying, and being absorbed by the island.
After a week, the dium-sized island had grown into a large-scale island. El's next task, after expanding the Island of Dreams, was to give it the fertile soil needed to support plant growth.
So, El found the small uninhabited island closest to the Kingdom of Dressrosa and brought it back to the Island of Dreams.
Most of the uninhabited island was then liquefied and rged with the surface ground.
In this way, the fertile soil of the uninhabited island rged with the land of the Island of Dreams.
However, just to be sure, El had the three girls use their Asura Form, then used their Devil Fruit abilities to create artificial dark clouds over the entire island, allowing the new soil to absorb water.
As for the remainder of the uninhabited island, El rged it with another small floating island.
To build a City in the Sky, in addition to consuming many teorites, El would also need to consu several uninhabited islands.
Over the next month or so, El remained busy expanding the Island of Dreams. So much so that the sky not far from Dressrosa continually rained teorites, frightening so outsiders who intended to vacation in the kingdom.
Dressrosa's plumting tourist numbers also affected Doflamingo's inco. In this regard, Doflamingo dared not complain, feeling only helpless. His most profitable business remained auctioning contraband weapons and slaves in the underworld, so the drop in tourism was hardly significant to him.

After consuming eight small uninhabited islands, El finally completed the expansion of the Island of Dreams.
The dium-sized Island of Dreams had beco a large island, while the other five floating islands were consolidated into four dium-sized ones.
Thus, Dressrosa—originally a dium-sized island like the forr Island of Dreams—instantly beca the smaller sibling in comparison.
To thank Doflamingo for his help, after completing the expansion, El moved the five floating islands away from the sea area near Dressrosa, choosing a sea area with no surrounding islands as their new base camp.
After the expansion, El only needed to transform the grounds to diversify them. But transforming the terrain was the real large-scale project, and El was in no hurry to begin imdiately.
After more than a month of work, it was ti to take a break and attend to other matters.
