For a Pirate Emperor's force, the captain must have three strong individuals under their command—that is the most basic requirent.
Even the future Straw Hat Pirates, under Luffy, would have Zoro, Sanji, and Jinbe.
Now, in addition to the World's Worst Devil Fruit Users, El had Yamato. And if he only had Carina and Nami enter Asura form, they were second only to Kuina and Yamato.
From this mont on, El's title of "Fourth Emperor of the Sea" beca truly worthy.
Though he didn't command thousands of troops beneath him, when Tama eventually ate the Millet-Millet Fruit and produced countless dumplings, the Flying Pirates—controlling innurable Sea Kings and teorites—would be far more terrifying than leading thousands of troops. When that ti ca, the Flying Pirates would be the strongest force on the seas.
