Naturally, Doflamingo had never truly wanted Rosinante to rebuild the Gray Kingdom.
He had only been probing—testing whether Rosinante had such intentions, and what exactly he planned to do.
Right now, Doflamingo was doing very well for himself in the New World.
He had his own territory, his own kingdom, business ties with virtually every major pirate force in the New World, and major cooperation with the World Governnt.
He was already a true overlord in his own right.
If Rosinante were to rebuild the Gray Kingdom, then a mountain would suddenly appear over Doflamingo's head.
And now that he had beco a king in his own domain, Doflamingo naturally had no desire for such a mountain to suddenly press down on him.
His subordinates wouldn't be able to accept it either.
Of course, given Rosinante's personality, even if he did rebuild the Gray Kingdom, he'd probably just act as a hands-off ruler and let everyone do as they pleased.

The World Governnt hadn't even bothered to look at him.

If a major conflict erupted, he would definitely beco one of the World Governnt's primary targets.

"It's a daughter. Not long after my soul was driven out of this world ten years ago, Shaxia gave birth to my daughter," Rosinante said proudly.
"Well now... that really is unexpected," Doflamingo said, laughing.
While they were talking, Diamante had already brought people in and laid out a lavish feast.
Rosinante and Doflamingo took the two seats of honor at the table.
"So, if you don't plan to rebuild the Gray Kingdom, what exactly did you co to the New World for this ti?" Doflamingo asked during the banquet.
"This trip is mainly to deal with the matter of the Oathblood Guard. I still intend to bring them back. I can't exactly keep going without anyone at my side. And Sleepless City also needs people to protect it and manage it," Rosinante said.
