The registration of a witch ID card is fairly straightforward for normal witches, mainly just taking kids through the usual process, but if not registering as a witch cub, then it becos a bit of a hassle.
It would have to follow the Certification Process of the Prival Witch, which involves going through a physical exam to confirm ownership of the Witch’s Blood, and also needs an adequate guarantor to endorse it.
However, Dorothy, as a Grand Inquisitor, has the qualifications to act as a guarantor, so this isn’t too big of an issue.
