A common Magic Spell can be learned by any witch who wants to learn it, even if they have no Talent in that area, spending more ti can usually lead to mastery, although the proficiency might not be high, using it normally wouldn't be too difficult.
However, Forbidden Curses are different, you simply can't learn them without the necessary Talent, not to ntion getting a basic grasp, you might not even be able to find the door to it.
Of course, the Judgnt Court's Spell Slot technology allows one to bypass the learning process and directly master a Magic Spell, but it still doesn't an you can successfully cast a Forbidden Curse upon learning it.

The power of the Dragon Transformation Technique is unquestionable; once the transformation is successful, the Spellcaster's All Attributes will receive a significant enhancent, and they will temporarily obtain corresponding Great Dragon Talents and specialties, such as the High Magic Resistance of Dragon Scales, the sturdy body of a Dragon's Remnant Body, the magic-breaking Dragon Claw, the fast Magic Power recovery of a Dragon Heart, the destructive power of Dragon Breath, and so on.
Therefore, the most suitable Dragon Transformation Technique for Dorothy would naturally be her family's ancestral Dragon Transformation Technique—The Yengade Transforming Art. Once cast, it can transform her into the form of her family's Ancestral Elder, incarnating as the Dust World Dragon.
