But their movent wasn’t really running—it was more like skimming across the surface of the water. Wherever they wanted to go, the Black Water spread straight in that direction.

Wherever they passed, the Black Water splashed, beginning to directly affect the Civilians, shifting their focus.
After Lu Ce and the Sun made their moves, Chiyo Eine also began her own race to control the crowd. The three began using the attention of all Tokyo’s citizens as their stake to control the Divine-crafted Hunters.
The reason she could call herself a "chessmaster" was because at critical monts, she had the ability to control the situation and indirectly influence the judgnt of the Divine Creations!
But this kind of large-scale direct influence consud an imnse amount of stamina and ntal energy—sweat visibly began forming on Chiyo Eine’s forehead.
Along the way, a large number of people began to act under her influence, following commands. So individuals in key positions even had Black Water pouring directly into their orifices!
This was sothing she had no choice but to do. Chiyo Eine knew that doing this so publicly would stir major controversy across the country, but she didn’t have ti to worry about the social fallout.
Additionally, every initial Escort Driver also had a black humanoid water figure appear out of nowhere in the front passenger seat.
Very soon, the Divine Creations that had been toyed with by "Sin" and "Sun" to the brink of system failure began regaining so mobility.

She herself controlled the All-Seeing Eye, and knew best—no matter how much Chiyo Eine's brain and body were enhanced beyond her own, there was no way she was doing all this comfortably!
So even though she was nearing the end of her peak state, and waves of negative emotions surged in her mind, she still decided to do sothing.
She pulled out the handgun that had previously injured Reno. In a flash, her wrist brace locked in place, and she pointed the gun at Chiyo Eine.
But the torrent of data flooding her brain now left her with little processing power. Even her gun-holding arm began to tremble.

The muzzle flashed, the bullet plunged into the Black Water shield—but not a single ripple stirred.
Chiyo Eine gave her a pale glance but didn’t speak. Her entire body began to layer itself in wave after wave of Black Water protection—she had gone full defense mode.
She no longer needed to take action herself. Now ca her final trump card: taking control of the battlefield. As for the power? That she would leave to the Divine Creations.
“How long can you keep this up in your current state?”
Xie Antong knew there wasn’t much she could do anymore, so she put the gun away and focused her remaining ntal strength on the All-Seeing Eye.
“No idea,” Chiyo Eine replied, slowly closing her eyes. “But it’s enough.”
“That drug you injected into yourself—I noticed it too. The side effects are too obvious. That’s why I never tried to acquire it.”
“Looking back now, I guess I was careless. Never thought there’d be a day when I’d actually want to use it.....”
Chiyo Eine didn’t know why, but she suddenly felt like talking, and started speaking.
Xie Antong shifted into a more comfortable position, but she had no energy or desire to speak.
Negative emotions weren’t sothing you could just suppress with logic.
She was silently mocking herself in her head:

Xie Antong looked up. Seeing Chiyo’s expression, she imdiately knew what the other was thinking. She gave a sorrowful smile and sighed deeply:
“Honestly, you’ve been overly cautious. I’m actually just a piece of trash.”
“You worrying so much has bought this much ti—I guess I’ve completed my task.”
