The power supply on Taiping Continent can only et 50% of the demand, and the sa goes for water. Therefore, many places have no water from plants, and people must either dig wells for groundwater or buy it at high prices. The insufficiency of water for sewage also leads to blocked sewage pipes.
The solution is simple: clear the blockage, then have the water plant open the gates and pressurize the water flow.
