Gangs are just by-products of the giant corporations' domination of the city. Corporations lack the ability and willingness to control social order at the grassroots level and don't allow the governnt to have too much power. This results in a vacuum of power that breeds low-level gangs using violence to maintain control.
These gangs feed on the leftovers discarded by corporations and continue to oppress and control the grassroots people for them.

Nishikawa Lingi sat on a high stool, her legs dangling in the air, holding a warm milk tea, her fluttering eyes filled with the innocence and admiration only children have.

Kids always like stories of heroes defeating villains, and the reasons for fighting or the plot don't matter at all.
