"For tomorrow, Alec, you and the others will take everyone to Verdanturf Town to process hunter licenses on the black market. Skye, buy a batch of useful Pokémon with good aptitude."

Cain gave orders for what needed to be done in the coming days: strengthen their power and capture Pokémon to make money!

Those with little strength or who couldn’t keep up would be eliminated imdiately.

If their loyalty proved sufficient, they could work in support roles. Otherwise, it was better to remove them right away.

The new mbers felt a chill upon hearing Cain’s words.

That sa night, Cain established the foundation of his future underground organization in the Hoenn region. His role within Team Rocket would depend on his strength.

If Cain reached the level of Executives like Sabrina or Koga, he could oversee the entire Hoenn region; with Giovanni’s determination, this wasn’t impossible. But if he didn’t reach that level, they’d likely send soone else to take control.

If his group developed properly and Cain demonstrated the necessary strength, they could beco a team like the so-called Void group in Mauville City.

When Leafy Town’s growth stabilized and accelerated, that would be when this new organization officially made its presence known.

Cain’s only obstacle was Leafy Town’s slow developnt.

To overco that, the fastest and most effective thod would be to establish a gym in the town.

Just look at neighboring Verdanturf Town. In the past, it was as poor and underdeveloped as Leafy Town, but since a Pokémon Contest Hall was built there, its popularity has skyrocketed.

Moreover, its renewed atmosphere and pri location have made it a desired retirent spot for many seniors.

Soon after, a gym was established in Verdanturf Town (added by the author; please don’t criticize). Although the gym isn’t very famous, the combination of the Contest Hall and the gym has caused the town to grow rapidly.

It’s said that the mayor of Verdanturf Town even considered renaming the town to Verdanturf City, though the lack of support has halted the initiative.

This shows the level of developnt Verdanturf Town has achieved.

Cain doesn’t intend to imdiately reach that level, but he can replicate their developnt strategy. With the support of Devon Corporation and so recomndations from old Matsuda in the League, Leafy Town’s developnt shouldn’t be a problem.

Once the town prospers, all of Cain’s forces will grow quickly, whether it’s the underground organization known as Team Heaven or the surface-level gym.

Leafy Town will be Cain’s true point of origin.

Of course, this is all just a plan; he’s only taken the first step and still faces significant challenges.

After assigning all tasks, Cain left with Honchkrow and Sneasel.

Given Honchkrow’s current size and strength, flying with Cain isn’t a problem.

Cain climbed onto its back, returning directly to his residence.
