Three days later, at Rustboro City Airport in the Hoenn region, Cain exited the building alone. He didn’t spend much ti in the city, assuming Steven was still processing the experiences and lessons learned during the Sinnoh Tournant.

Without wasting any ti, Cain took a vehicle and quickly left the city before summoning his Flygon, heading to Leafy Town.

His arrival was quiet. Cain made sure to enter his residence without drawing anyone’s attention. No one knew he had returned.

The discovery of the Fairy type was not only a major event, but it had also co at a very delicate ti. The League had to act quickly before regular trainers fully grasped the impact of the news.

The existence of this new type had to be officially announced, and the quality detection systems in Pokémon evaluation machines needed to be updated to include the Fairy type, as well as an analysis of its moves, effects, and power.

Although Cain had already reported that the Fairy type was effective against Dragon, Dark, and Fighting-type Pokémon, the League needed solid evidence.

They especially wanted to confirm whether Dragon-type moves were truly ineffective against Fairy-type Pokémon and if there was any ability or move that allowed Dragon-types to overco that barrier.

This last question was crucial, since otherwise, Dragon-type Pokémon would be at a significant disadvantage against Fairy-types.

Drake, the current Dragon-type Elite Four mber in Hoenn, was in charge of the Fairy-type evaluation project. Although he had followed Cain’s announcent during the conference via video call, he couldn’t help but feel personally affected.

As a Dragon-type Pokémon specialist, this new type posed both a professional and emotional challenge.

After investing so much ti and effort in training his Dragon-type Pokémon, discovering that a new type could easily overpower them was frustrating. However, he fulfilled his duty without complaint, aware that no one in Hoenn understood Dragon-type Pokémon better than he did.

Drake and Cain maintained a cordial relationship, and the forr frequently turned to Cain to clarify doubts and gain additional information about Fairy-type Pokémon. Although sharing secret details was sothing Cain was not comfortable with, he answered Drake’s questions honestly—except for those that were too sensitive.

This cooperation allowed Drake to save ti on his research and make faster progress.

It was during these conversations that Cain glimpsed a lucrative opportunity.

Reflecting on it, he realized that this shift in the type dynamics could be exploited comrcially. Without delay, he called a eting with the leaders of his organization, Team Heaven.

The organization had grown considerably since its creation. Cain implented a strict recruitnt policy: new recruits would only learn of their affiliation with Team Rocket after passing rigorous tests.

He also instructed his lieutenants to instill unwavering loyalty to him, even above that of Team Rocket itself. His goal was to consolidate absolute control over Team Heaven and ensure the organization followed his orders strictly.

The eting took place at the main base. The key mbers—Skye, Miyamoto, Alec, and Karen—showed visible signs of progress in both their skills and their confidence.

Although they were now stronger, their respect and obedience toward Cain remained intact, a quality he had valued when selecting them on Trial Island.

Cain observed with satisfaction how each had reached the advanced level. Although they were still unable to face his main Pokémon, their progress was remarkable. In his speech, he acknowledged their efforts and prepared them for the next steps.

"Now that the League is in the midst of a revolution with the discovery of the Fairy type, we have a unique opportunity to gain massive profits. You all know this type will be a seismic shift for trainers, evaluation systems, battle strategies... and we can take advantage of this before anyone else," Cain declared seriously.

As he outlined his plan, the group listened attentively. Cain explained that Team Heaven could focus on filling the gaps in the market. They could sell key items, such as charms, TMs, or unique potions against the Fairy type.

They also considered offering exclusive services for training or evaluating Pokémon with this new attribute.

Skye, who managed the organization’s finances, nodded enthusiastically. With Cain’s approval, they had already begun generating revenue through low-risk activities.

Karen, the leader of the Celestial Hunting Group, contributed ideas on how to capitalize on the growing interest in Fairy-type Pokémon to attract more mbers to Team Heaven.

Cain concluded the eting by emphasizing that while profits were a priority, they also needed to continue expanding Team Heaven’s power. His goal wasn’t just to exploit the temporary chaos; he wanted to establish the organization as an indispensable force in Hoenn’s trainer ecosystem.

"Soon, this world will open new doors for us. I want you to be ready to walk through them," Cain concluded, making it clear that this was only the beginning of a major transformation.

With determination in his eyes, Cain was already mapping out the future. He didn’t just aim to adapt to the changes in the Pokémon world—he intended to lead them from the shadows.

Now that he had reached this point, there was no turning back. Cain and his Team Heaven were ready to dominate the ga.
