They were replicas created by Jirachi, the Wish Pokémon capable of granting any wish, using the power of wishes.
Aside from lacking divine authority—
they possessed the sa power and abilities as Groudon and Kyogre.
Looking at the two demonic beasts, even Rin Aokawa hadn't expected that opening the Special Treasure Chest would give him these two.
He could feel that with a single thought, he could awaken them.
And they would be absolutely loyal to him.
