Ash opened his mouth to protest, but Misty and Brock stopped him.

"Dratini! Dragonair! Over here!" Ash shouted from the lakeside.
Dragonair sensed no greed from Ash—only concern.
After a brief hesitation, it decided to evacuate Dragon's Den with Dratini.

But Gyarados hesitated.
