Those Evil Dog Team mbers also spotted the two hiding figures, and confird, through observation from their companions on higher ground, that they were not teammates, even though they wore Evil Dog Team uniforms.
However, they didn’t act recklessly.
Because they weren’t sure how many people were hiding behind these two, nor how strong the reinforcents would be if they eliminated them.
Since the power plant was blown up, many instrunts in the building lost their function, making them feel like they were stranded on an island.
Unable to contact their companions or the Underground City, and afraid to let Pokémon fly up, they could only rely on the most primitive physical ans to spread information.
If it weren’t for an inside ghost helping, they might still intimidate or threaten those bottom-level civilians to use these useless guys to block the opponent’s attacks.
But as things have progressed to this point, it’s likely those civilians were already thinking of surrendering.

The monstrous creature exuding terrifying montum landed, like a heavily armored tank, directly crashing the first floor’s door open, and the startled, screaming ordinary citizens rushing inside suddenly ca into view.

One after another, Pokémon whimpered as they were knocked back, imdiately losing combat capability.

"Manager! It’s a manager!"
"A Quicksand Team manager ca over!"
The squad leader, controlled by Chansey’s Telekinesis, heard, and his face turned ashen.
