That answer was, of course, highly unlikely.

The reason they were so aggressively capturing those disturbing the order tonight was twofold:

First, they had received orders from higher-ups, and the mission ca with generous rewards.

Second, and most importantly, they were given permission to keep all the profits they could squeeze from the unfortunate souls they caught.

It was this second reason that strongly motivated the Team Rocket enforcers, keeping them highly vigilant of their surroundings. They were practically hoping for trouble to break out.

Take, for example, the burly man who had stopped Sato just monts ago. If he had dared to even lay a hand on Sato, the three nearby Team Rocket enforcers would have imdiately taken him down and happily divided up everything he owned.

In reality, for the Team Rocket enforcent squad, the underground black market in Saffron City tonight was a grand feast.

They had already amassed a huge haul of spoils from the Trainers visiting the market.

However, since these spoils were not yet converted into tangible profit—naly, PokeDollars—most Team Rocket enforcers chose to work individually, ensuring that whatever they obtained remained their personal loot.

This ant that every enforcer currently had a collection of valuable items taken from their unfortunate victims, but due to being on duty, they hadn't had the chance to sell them yet.

After learning about this, Sato casually remarked, "If you've got good treasures, let your little brother take a look. No need to let riches slip away to outsiders, right? I'm here to buy so valuables tonight, and my pockets are quite full—I'm looking to lighten them a bit."

His words, combined with a generous bribe of 500,000 PokeDollars per person, actually convinced the three enforcers to reveal a few treasures that made Sato's eyes gleam with desire.

The first item was a scale, about the size of an adult's palm. It was a crystalline blue, with a flowing shimr of light constantly coursing across its surface.

As soon as it appeared, the surrounding humidity noticeably increased, giving it an air of deep mystery.

Using his system's appraisal function, Sato discovered that this was actually a Reverse Scale from a Kingdra of Elite Four-level strength.

It contained an incredible amount of Water-type and Dragon-type energy, and after being nurtured by the Kingdra for countless years, it had evolved into a miraculous artifact.

The details of the scale were as follows:

Pokemon Item: Kingdra's Reverse Scale

Effects: (1) Grants the Pokémon an additional organ for storing Water-type energy.

(2) Enhances the Pokémon's ability to create rainy weather and manipulate water flow.

Restriction: Only Pokémon with strong willpower can use it. (A real dragon's Reverse Scale—touch it and face death!)

Description: This is the Reverse Dragon Scale of an Elite Four-level Kingdra, containing the accumulated power of its lifeti. It serves as the core source of its ability to summon storms and massive tidal waves.

From its description alone, this Kingdra's Reverse Scale was undoubtedly a high-value Pokémon item. The re ntion of Elite Four-level instantly elevated its status.

Moreover, from its effects, this Reverse Scale was an invaluable treasure for any Trainer specializing in Water-type Pokémon.

What did "Granting an Additional Organ for Storing Water-type Energy" an?

Essentially, this ant that the Reverse Scale would integrate with a Pokémon's body, forming a symbiotic relationship with it.

What did "Enhancing Rain Creation and Water Manipulation" an?

It ant that a Pokémon using the scale could summon rain over a larger area and for a longer duration, while also improving its ability to control water.

Many Pokémon can learn Rain Dance, but in most cases, the rain they summon is little more than a drizzle. On clear, cloudless days, even attempting to use Rain Dance could result in failure.

This happens because summoning rain relies on a Pokémon's ability to sense and manipulate Water-type energy.

If the surrounding area lacks sufficient Water-type energy, or if the Pokémon cannot gather and control it over a wide range, then Rain Dance will produce only a weak drizzle—or fail entirely.

That said, failures are mostly seen in non-Water-type Pokémon. Water-types rarely fail when using Rain Dance, as they naturally have a stronger affinity for Water-type energy and can call it forth from afar.

The most extre example of this was Kyogre, the Legendary Water-type Pokémon. Its ability to sense Water-type energy was likely the strongest in the Pokémon world, possibly spanning the entire globe.

Additionally, many Water-type Pokémon have a natural organ that stores Water-type energy, allowing them to release stored power when necessary to generate rain even when environntal conditions are unfavorable.

Typically, Pokémon have at least one natural energy-storing organ, which could take the form of fur, scales, horns, claws, or similar features.

On a daily basis, Pokémon absorb their respective elental energy from nature and store it within these organs. During battles, they can freely use this stored energy to power their moves without relying on external sources, significantly improving efficiency and reducing effort.

Essentially, this energy reservoir functioned like an internal ammunition supply, allowing Pokémon to execute attacks without constantly needing to draw energy from their surroundings.

However, developing such an organ was not easy—only naturally gifted or exceptionally powerful Pokémon tended to possess these features.

Moreover, these organs usually stored only the Pokémon's primary elental energy.

For instance, this Kingdra's Reverse Scale was the primary organ where it stored its Water- and Dragon-type energy.

Thanks to this scale, Kingdra could summon torrential rain and massive tidal waves at will, whereas other Pokémon had to struggle just to produce drizzle.

Sato's Own Pokémon also possessed a similar organ

His Growlithe had developed such a unique feature as well.

With the help of the Fla Orb, Growlithe's fur had beco a natural reservoir for Fire-type energy. This was why Growlithe's coat was so vibrant and why its body temperature was significantly higher than that of an ordinary Growlithe.

(Note: Pikachu's red cheek patches serve as its electric pouches—these pouches are where it stores its Electric-type energy.)

Upon seeing the details of the Reverse Scale, Sato's heart surged with excitent. He knew that this was a ga-changing tool for his desired rain-team.

Why?

Because the conditions for using this Kingdra's Reverse Scale were incredibly lenient. Unlike rare items such as Mutated Supre Blue Water Stone, Mutated Supre Sky Splitting Stone, or Nightmare Crystal, which could only be used by Pokémon of specific types, this Reverse Scale had no such restriction.

Any Pokémon—regardless of type—could use it, provided they could endure the initial pain of its parasitic fusion.

Once integrated, the Pokémon would gain the power of an Elite Four-level Kingdra, inheriting so of its storm-summoning abilities.

Because of this, Sato saw the possibility of training a non-Water-type Pokémon as a weather controller.

If successful, this could drastically improve the flexibility of his rain-based team. He could include non-Water-types to cover weaknesses without worrying about losing control of the rain conditions.
