Phil was a Trainer specializing in Flying-types. At the mont, he had Pokémon like Swellow, Pelipper, and Ninjask.

With his help, Sato and the others rode on Flying-type Pokémon, quickly rushing toward the site of the riot.

This ti, a huge number of civilian Trainers had joined the suppression effort, and many of them also had Flying-types. Wanting to reach the scene quickly and seize credit, most chose to ride their own or their companions' Flying Pokémon.

For a while, an imnse aerial procession stretched across the skies above Slateport City.

While Sato and the others hurried toward the riot, more than ten kiloters east of Slateport, along the coast, a massive storm raged. Torrential rain poured down, and waves dozens of ters high slamd into the beaches and shoreline.

At the sa ti, hordes of aggressive Water-types — Tentacool, Carvanha, Sharpedo, and more — surged from the sea, swept ashore by the tides.

As more and more wild Water-types erged, the thick storm clouds drifted from over the sea toward the land.

Under the torrential downpour, rainwater quickly pooled, forming temporary rivers across the ground. The Water-types used these makeshift streams to swim rapidly inland.

At so point, all of these sea-dwelling Pokémon had eyes glowing crimson, a manic frenzy burning within them.

It was clear they were either following soone's command or had fallen under the influence of so mysterious force, for they began purposefully attacking human settlents along the coast.

The rampaging Pokémon wreaked havoc, leaving many coastal communities devastated. Lives and property alike were under dire threat.

Fortunately, League personnel — having received urgent alerts — had already arrived in these settlents under attack, and reinforcents were still streaming in.

Thanks to their efforts, large numbers of civilians were being evacuated quickly.

But the sheer number of wild Pokémon was overwhelming. Even though League-raised Pokémon were generally far stronger than wild ones, sheer numbers made the situation critical.

Worse still, the frenzied Pokémon showed no fear and fought with suicidal ferocity.

Most troubling of all was that even when these wild Pokémon fell, they would soon drag their battered bodies upright again to continue fighting. Only by capturing them in a PokeBall could they be truly subdued.

Because of this, many of the first League responders suffered heavy losses, and casualties were mounting fast.

By the ti Sato and his group reached the nearest coastal settlent under attack, the sight left most of the civilian Trainers pale. So of the more timid even considered retreating.

But the League had strict rules: desertion in battle ant permanent blacklisting — no League-issued missions ever again, and even Pokémon Centers, indispensable to Trainers, would bar entry.

Sato, however, was unruffled. He had seen scenes like this before on the mysterious island. In fact, among all those present, his mindset was likely the steadiest.

Under his lead, Phil and the other two landed on the rooftop of a relatively intact seaside villa.

The storm had already subrged the fishing village below in seawater. Countless Water-types rampaged through the flooded streets, attacking any humans still trapped within.

"Pikachu, Nasty Plot, then hit those Water-types below with Thunderbolt!"

"Lanturn, Agility, then use Electro Ball!"

"Cloyster, use Shell Smash, then unleash Spike Cannon at the surrounding wild Pokémon!"

"Tentacruel, Squirtle— stay by Cloyster's side and protect it!"

No sooner had he landed than Sato released Pikachu, Tentacruel, Lanturn, Wartortle, and Cloyster, giving crisp, rapid commands without sparing his pale-faced teammates a glance.

The Pokémon sprang into action imdiately.

From above, Pikachu struck first — bolts of electricity far stronger than ordinary Thunderbolts erupted from its body.

The wild Water-types stood no chance against the attack, with power approaching 300. Screams filled the air as scorched Pokémon collapsed into the floodwaters.

Lanturn dove from the eaves straight into the seawater below. It darted about at high speed, blasting Electro Balls at enemies in its path.

As a Water/Electric-type with the Water Absorb ability, Lanturn was utterly dominant, even when surrounded, striking down foe after foe with relentless Electro Balls.

anwhile, Cloyster — which had recently evolved using a high-grade Water Stone — perford Shell Smash atop the roof, rapidly boosting its offensive power. After three uses, its strength had reached terrifying levels.

Shielded by Tentacruel and Wartortle, Cloyster unleashed a storm of Spike Cannons into the swarming enemies.

The energy spikes shot forth in rapid volleys, their boosted power devastating. Against foes of roughly equal level, few wild Water-types could withstand even two of Cloyster's shots.

In just a few minutes, thanks to the combined firepower of Pikachu, Lanturn, and Cloyster, nearly every wild Water-type within twenty ters was wiped out. The water's surface was littered with unconscious Pokémon.

Nearby Trainers, who had been desperately struggling, were astonished. Then, joy replaced their shock.

Morale surged. One after another, they instinctively gravitated toward Sato, rallying behind the powerhouse Trainer.

Before long, a battle group had ford around him, spontaneously taking him as their core.
