This was the result they had co up with after their recent discussion. Even if the old emperor hadn’t ntioned it, they could still guess. However, they were not very familiar with the major clans and even if they knew soone was targeting them, it would be difficult to pinpoint who it was at a mont’s notice.
Moreover, they couldn’t afford to delay. The more they waited, the more opportunity they gave the old emperor’s people to strike.
