Duke Romian was watching her carefully, waiting to see what she’d choose.

"I have questions," Elara said finally. "Practical ones. If I agree to support beast knight rights—not now, but after winning the succession battle—what exactly are you asking for?"

The wolf knight pulled out a folded docunt. "We’ve drafted a proposal. Basic rights we think are achievable without destroying the entire social structure."

He handed it to Elara. She read:

2. **Voluntary Service**: All beast knight service must be voluntary with formal contracts

5. **Legal Recourse**: Access to courts for disputes with employers

6. **Prohibition of Collars**: Magical control collars banned except for convicted criminals

7. **Family Rights**: Beast knights can marry, have families, own property

It was remarkably well thought out. Not radical demands for imdiate equality. Just basic legal protections and gradual transition.

"Who wrote this?" Elara asked.

"We did. Together. Representatives from different clans, different regions, different service positions." The wolf knight’s voice was proud. "We know we can’t ask for everything imdiately. But these seven rights would change everything for us. Give us dignity. Give our children futures."

Elara studied the docunt again. The ten-year transition period was smart—gave the economy ti to adjust, reduced noble resistance.

But it would still trigger massive opposition.

"This would start a civil war," Duke Romian said quietly. "If you announced this as Empress, half the noble families would rebel imdiately."

"We know," the fox-clan female said. "But we’re hoping that with your comrcial wealth, Duke Romian’s military support, and the beast knights who would fight for you, you’d have enough power to enforce it despite opposition."

"You’re asking to bet the empire’s stability on whether I can win a civil war."

"Yes." The wolf knight t her eyes. "Because from our perspective, the empire’s current stability is built on our enslavent. We’d rather risk civil war for the chance of freedom than maintain stable oppression forever."

Elara looked at Duke Romian. "Military assessnt?"

He thought carefully. "If you had full beast knight support across the empire—and I an full support, organized and coordinated—that’s potentially thirty thousand trained soldiers who would fight for you. Combined with my military forces and your comrcial wealth to fund the war effort, you could win. But it would be costly. Bloody. Years of conflict."

"Economic assessnt?"

"Transitioning from slave labor to paid labor would disrupt the economy significantly. But it’s not impossible—your Port Crestfall operations prove that paid beast knights are actually more productive than enslaved ones. The transition would be painful, but survivable." Duke Romian paused. "The question is whether you’re willing to make that your legacy. Elara the Liberator instead of Elara the Efficient Empress."

Elara stared at the docunt in her hands.

This was a decision point. A fundantal choice about what kind of ruler she wanted to be.

She could refuse. Focus on political pragmatism. Win the succession battle through conventional ans. Beco Empress and maintain the existing system with minor improvents.

Safe. Practical. Low risk.

Or she could accept. Commit to revolutionary change. Risk civil war for the possibility of fundantal reform.

Dangerous. Idealistic. High risk, high reward.

She didn’t feel passion about it. Didn’t have emotional investnt in justice or freedom or moral righteousness.

But she could calculate.

**Current system**: Beast knights enslaved, economy dependent on their labor, but productivity limited by lack of motivation and frequent resistance.

**Proposed system**: Beast knights free, economy transitions to paid labor, productivity increases due to voluntary participation and better treatnt.

**Risk**: Civil war, noble opposition, potential failure and death.

**Benefit**: Loyal military force, more efficient economy, fundantal improvent to imperial structure.

The calculation was close. Very close.

But there was one additional variable she hadn’t fully weighted.

Her beast knights. The ones who’d protected her through assassination attempts, who’d fought at the succession dinner, who’d offered to protect Helena’s family.

They’d been loyal not because they were enslaved, but because she treated them fairly.

If she won the succession battle and did nothing to help the broader beast knight population, what would that loyalty an?

"I need to consult with my own beast knights," Elara said. "This decision affects them directly. I won’t commit without their input."

The wolf knight looked surprised. "You’re asking for our opinion?"

"You’re the ones who would be fighting this civil war. Your input is relevant."

She stood and gestured for the fox knight to bring in the rest of her unit.

All twenty-five of her beast knights assembled in the conference room—the ten who’d accompanied her to the capital and the fifteen who’d been stationed in Port Crestfall but had recently been rotated back.

"Listen carefully," Elara said. She explained the proposal, the risks, the potential civil war.

When she finished, she asked simply: "If I commit to supporting beast knight rights as Empress, knowing it will trigger civil war, will you fight for that goal? Or would you prefer I pursue safer political strategy?"

Silence.

Then the fox knight spoke. "Your Highness, I’ve served you for six months. In that ti, you’ve treated better than any previous master ever did. You pay fair wages. You give real authority. You listen when we speak." He paused. "But you’re right that this decision affects more than just us. It affects every beast knight in the empire. And personally, I think that’s worth fighting for."

A wolf-clan knight from her Port Crestfall unit stepped forward. "I have family still enslaved in the northern territories. Cousins who wear collars and get beaten when they disobey. If there’s any chance this could free them, I’ll fight. Even if it ans civil war."

More knights spoke up. One by one, voicing support.

Not all of them. Three knights remained silent, clearly uncertain.

But twenty-two out of twenty-five were willing to fight for beast knight rights, despite the risks.

Elara nodded slowly. "Noted. Thank you for your honesty."

She turned back to the delegation. "I’ll make you a counter-proposal. I can’t commit publicly right now—that would destroy my succession chances before I’m strong enough to survive the opposition. But I can commit privately. Here’s the deal:"

She pulled out paper and started writing.

"First: I commit to implenting the Beast Knight Rights Act within five years of becoming Empress. That’s my binding promise. Written, witnessed, enforceable.

"Second: I won’t announce this publicly until after I’ve won the succession battle. But I will begin preparing—building military alliances, strengthening economic position, securing resources for the inevitable civil war.

"Third: You organize. Quietly. Build coordination networks among beast knights across the empire. When I’m ready to announce the reforms, you’ll be ready to mobilize in support.

"Fourth: If I die before becoming Empress, this commitnt transfers to Duke Romian. He’ll implent the reforms with whatever authority he has available."
