’I have been in this capital for three days and I have not sent you a personal relay in three days and the reason for that is not operational and I have been aware of the reason and have been filing it under things I don’t know how to categorize and that has been accurate and also insufficient.’
’The system told that the yes without qualification is new. It said this after I accepted the function the administrative director offered. It was right. Sothing has changed in how I approach decisions. I’m not certain what exactly changed or when. I think it has been changing for a long ti and I am only now having the vocabulary to notice it.’

She looked at what she had written.
Read it through once.
The system on the corner of the table was entirely still.
She sent it.
The relay chanism processed, encoded, transmitted through Nadia’s clean channel to the equipnt in Varen that only Mahir’s cipher key could decode.
She set the relay pen down.
Sat in the quiet office for a mont.
"Well," she said. To the system. To the empty room. To nobody.
The system said nothing.
Which was the right response.
She folded the paper — the one that said ’tell him you want him here’ — and put it back in her inner pocket with the honest lines and the margin notes.
Then she picked up the working list and went back to item twenty-one.
She worked until the sixth bell.
Then she went upstairs and slept for six hours without waking, which was a new record.

The administrative director’s office was on the third floor of the administrative wing.
Not the ceremonial suite — the working one. This distinction told Elara everything she needed to know about the administrative director within the first ten seconds of entering: a person who had a ceremonial office and chose the working one was a person who understood that function preceded appearance, which was the correct understanding.
The room had three tables. Every surface was in use. The organization was the specific kind that looked like chaos to soone who didn’t know the system and was in fact a very precise system that the administrative director had apparently built herself over three months.
Elara recognized the architecture of it. The working list principle — things organized by dependency and urgency rather than category. Different implentation, sa underlying logic.
She noted this. Filed it under ’current authority: aligned thodology, confird.’
The administrative director was already at the primary table when Elara arrived with Ken.
She looked at Ken.
"Guard structure review," she said. Not a question. She had read the eting request thoroughly, which was consistent with everything Elara had observed about her.
"Yes," Elara said.
"I’ll pull the appointnt records from the past three years," the administrative director said. "You’ll find gaps. The transition period was — imprecise."
"Imprecise is manageable," Ken said. "Missing is harder."
She looked at him.
"So records are missing," she confird. "Specifically the appointnts made in the four months before the incursion. Soone cleared them before leaving."
"Soone from the Empress Dowager’s network," Elara said.
"Almost certainly," the administrative director said. "Which ans the cleared period is exactly the period most likely to contain the problematic appointnts."
"We reconstruct from secondary sources," Ken said. "Patrol logs, duty rosters, paynt records. The appointnts themselves may be gone but the evidence of the appointnts isn’t." He looked at Elara briefly. "It takes longer. It’s thorough."
"How long," the administrative director asked.
"Three weeks for the primary reconstruction," Ken said. "One more for cross-verification. Four total."
She nodded. "When can you start."
"Today," Ken said.
She looked at him with the assessnt she turned on everything. Then she nodded once, which ant she had decided he was exactly what Elara had said he was and the conversation could proceed.
They worked through the morning.
The succession frawork first — item twenty-two, open for fourteen months, the piece she had been building toward since before she left the palace and had been unable to complete without direct collaboration with a functioning authority.
The administrative director had read everything. This beca clear within the first twenty minutes — she asked questions that could only be asked by soone who had read not just the submitted docuntation but the underlying frawork assumptions, the legal basis, the specific gaps she had flagged in the margin notes.
"The bloodline marker stability clause," the administrative director said. "You flagged it as provisional."
"It requires a magical certification process that didn’t exist in a functional form under the previous administration," Elara said. "The physicians who would conduct it were appointed through the Empress Dowager’s office. The certification would have been compromised."
"The current physician appointnts are clean," the administrative director said. "We replaced the entire office in the second month."
Elara looked at her.
"All of them," she said.
"All of them," the administrative director confird. "It was — not a popular decision. The previous physicians had institutional knowledge." She paused. "They also had institutional loyalty to the wrong institution."
"So the certification process," Elara said.
"Can be established under the new appointnts," the administrative director said. "The provisional flag can be removed. What does the clause need to function."
Elara told her.
They worked through it for an hour — the administrative director asking precise questions, Elara answering them, the two of them building toward sothing that was neither of their original designs but was better than either.
This was what collaboration looked like when both parties had done their preparation.
She filed this.
Not as a surprise. As a confirmation.
