Both missions are challenging, and Su Xiao’s primary goal this ti is to be promoted to the third tier; the hunting mission can be postponed.

This surveillance feeling is ever-present. Within his perceptions, jellyfish-like shapes drift like dandelion seeds in the airflow. These things are too small to see with the naked eye, and Su Xiao only vaguely perceives them.
Su Xiao knows what these are – a type of monitoring equipnt nad Airopathic Circuit. These are used by Academy City’s Director, Aleister Crowley, for surveillance within the city, making them nearly omnipresent here.
Noticing these Airopathic Circuits confirms Su Xiao’s location in Academy City. He recalls the plot and world view of the World of the Forbidden Book of Magic. Generally speaking, it is a world with sowhat unclear power systems, featuring angels and divine children.
After experiencing the Holy Grail World, Su Xiao is confident the power system here will be clear. Even if so creatures are called angels, their abilities won’t be outrageously strong.
However, this world is a semi-open third-tier world. Open worlds allow entry of contractors from any tier, but they only enter different locations. Semi-open worlds indicate the power system won’t exceed its tier by much.
In a semi-open third-tier world, the power system ranges from the third to the fourth tier, with a ceiling preventing plot characters or other beings from surpassing the fourth tier. Only third-tier contractors can enter.
Based on original information, Su Xiao suspects Academy City’s Director, Aleister Crowley, is definitely fourth tier. Even when restricted by world tier, he’s at the top of the fourth tier, among those not to be provoked.
Aleister Crowley is the Leader on the Science Side, and given this is Academy City, there won’t be many magicians.
The Science Side and Magic Side remain mutually uninvolved, although certain forces ignore this rule. Nonetheless, Aleister Crowley almost permanently guards Academy City, deterring other forces from invading impulsively.
In this light, Su Xiao thinks enemies he may encounter mostly consist of various level superpower users and a few magicians.
If most enemies use superpowers, the power system becos clearer. Ability users are categorized into seven levels:
Lv.0: Powerless User, cannot even bend a spoon but doesn’t lack ability. Their abilities are too weak to asure or worthless, representing 60% of all students.
Lv.1: Low Power User, barely bends a spoon yet not helpful in life.
Lv.2: Special Ability User, abilities offer so life improvent.
Lv.3: Strong Power User, abilities offer convenience in daily life and a certain level of combat strength.
Lv.4: Great Power User, abilities demonstrate tactical value in military (tactical level).
Lv.5: Superpower User, capable of single-handedly confronting a military force (strategic level).
Lv.6: Absolute Ability User ’One who reaches the domain of gods with a non-divine body,’ yet none have achieved this level.

Su Xiao finds these ability users interesting. Most of them have body strength similar to ordinary people, barring so with body enhancent capabilities.
Don’t assu low body strength equates to weak combat capability. Abilities like electricity, space, elent, force field, and spiritual control are countless. By exploring their abilities, users develop various offensive and defensive tactics to make up for their physical shortcomings.
Using his perception, Su Xiao locates the laboratory exit. After forcibly dismantling the door, he steps out.
Currently, it’s around 8 to 10 PM. Street lamps illuminate the roads, and vibrant lights fill Academy City, with sparse vehicles traversing the streets.
Academy City has a unique rule: only teachers and experinters can drive cars. Students are strictly prohibited and can only use buses or subways.
Su Xiao leaps, landing on a three-story building’s roof before bounding further to stand atop a skyscraper, observing below.
The technological level in Academy City exceeds the world by 20-30 years. In reality, even claiming it’s 50 years ahead isn’t an exaggeration, contributing to the city’s prosperity.
Yet to Su Xiao, this is a vast legal testing ground, attracting nurous capable individuals under the guise of developing superpowers, who then undergo various experints.
This has no relation to Su Xiao. He isn’t so passing justice warrior. He simply wants to find out Tsuchimikado Motoharu’s location now. From the original work, he knows the guy is a dual spy, working for both Magic and Science Sides, mastering both magic and superpower.
This sounds wonderful, but in reality, it isn’t. After developing superpowers, using this world’s magic would cause severe rebound, leading to severe injury at best, death at worst.
Tsuchimikado Motoharu is smart enough to know this before developing superpowers, yet he still chose to do so. This is his pledge, situating himself between science and magic. Eventually, he becos a central point for intelligence between both sides, neither taking action against him, nor trusting him entirely, which is far wiser than being a one-way spy.
Finding such a person and extracting information is far from easy. Mishandling might attract attention from both forces.
To obtain information from him, one must act swiftly, so swift the Science Side’s major figures cannot respond, or directly join the Science Side. Regarding the Magic Side, Su Xiao never considered joining – its forces are too chaotic.
The night wind blows. As Su Xiao stands on the rooftop, contemplating, a green beam, as thick as a bowl, tears through the sky, attacking him at blistering speed, without any warning!
