She paused, letting that sink in.
"And the codic part? The bandits that are attacking the rchant caravans are operating from ’your’ family’s territory. So tell , Consort Kieran—whose fault do you think that is?"
Kieran’s face had gone white, then red.
Before he could respond, Heena turned her attention to Adrian.
"And the dam situation—shall we discuss that, Duke Adrian?"
Adrian imdiately raised his hands defensively. "Your Majesty, with all due respect, that territory isn’t under my jurisdiction. My family’s lands are nowhere near the eastern dam. This matter doesn’t concern—"
"How interesting," Heena interrupted coldly. "I haven’t even explained the problem yet, but you’re already trying to distance yourself from it. Almost like you already ’know’ what I’m about to say."
Adrian’s carefully composed expression cracked slightly.
Heena’s voice turned even colder: "Let enlighten you. Your aunt—Countess Josephine—is married to Count William, correct?"
Adrian nodded slowly, clearly not liking where this was going.
"And it’s quite the coincidence," Heena continued, "that this sa Count William happens to be the senior head of the imperial engineering departnt. The ’sa’ engineering departnt that was allocated fifty thousand gold pieces ’three years ago’ to repair that exact sa dam."
She let the silence hang for a mont.
"The dam that has mysteriously ’weakened’ again and now requires another fifty thousand gold to fix. Do you want to spell it out for you, or are you intelligent enough to understand what I’m implying?"
The room had gone deathly silent.
Damien and Raphael were staring at Adrian with new understanding. Kieran looked like he wanted to be anywhere else.
Adrian’s face had gone pale. "Your Majesty, I have no knowledge of any impropriety in the engineering departnt—"
"Of course you don’t," Heena said with mock sympathy. "Just like Consort Kieran has no knowledge of bandits operating from his family’s territory. What a remarkable series of coincidences."
She stood up, her movents sharp and controlled.
"Let make sothing very clear to all of you. I am not the previous Celeste who would nod along and approve whatever you requested without question. I am not soone who can be manipulated with carefully presented ’crises’ that conveniently require imperial funds to flow into territories controlled by your families."
She walked around the desk, her eyes moving from one consort to another.
"The bandit problem? It exists because soone in Kieran’s family is either incompetent or corrupt—possibly both. The solution isn’t to send more troops and more money. The solution is to hold the territorial lord accountable for failing to maintain order in their own lands."
Kieran opened his mouth to protest, but Heena’s sharp look silenced him.
"The dam problem? It exists because fifty thousand gold pieces vanished into soone’s pocket three years ago, and now you want another fifty thousand to ’fix’ what should have already been fixed. Do you think I’m stupid enough to throw good money after bad?"
She returned to her desk and sat down, her expression absolutely frigid.
"Here’s what’s going to happen instead. Consort Kieran, you will write to your family and inform them that they have two weeks to eliminate the bandit presence in Basiya. If they cannot accomplish this, I will send imperial troops—and those troops will be investigating not just the bandits, but the local administration that allowed them to flourish."
Kieran’s face was white with barely controlled rage.
"Duke Adrian, you will inform your dear aunt and her husband that there will be a full audit of the engineering departnt’s expenditures for the past five years. Every gold piece will be accounted for. And if we discover that the previous dam repair funds were embezzled—and I’m quite confident we will—Count William will be stripped of his position and prosecuted for corruption."
Adrian looked like he’d been slapped.
"Furthermore," Heena continued, her voice like ice, "both of these situations will be resolved using ’your family resources’, not imperial funds. Consider it... restitution for the problems your families have created."
"Your Majesty, that’s—" Kieran started.
"That’s my decision," Heena cut him off. "And unless you want to expand this investigation to include ’all’ of your family holdings and financial dealings, I suggest you accept it gracefully."
The threat was clear.
Damien, who had been silent throughout this entire exchange, spoke carefully: "Your Majesty, these are... serious accusations. Do you have evidence to support—"
"Do I need evidence?" Heena asked sharply. "I’m the Empress. If I order an investigation, evidence will be found. The only question is how deep that investigation goes and how many people get caught in it."
She leaned back in her chair.
"But since you asked, Consort Damien—yes, I have evidence. Detailed financial records, travel logs, correspondence. I’ve been collecting it for weeks. I was simply waiting to see if you would be foolish enough to try this kind of manipulation again."
All four n were now staring at her with varying degrees of shock and anger.
"You’ve been... investigating us?" Raphael asked, his priestly calm completely shattered.
"Of course I have," Heena said matter-of-factly. "Did you think I wouldn’t notice patterns? That I wouldn’t question why every ’crisis’ you bring to happens to benefit your families financially? That I wouldn’t eventually get tired of being treated like a treasury with legs?"
She smiled coldly.
"The difference between the old Celeste and is that I actually ’pay attention’. And I rember. And I investigate."
She stood again, signaling the eting was over.
"You have your orders. Kieran handles the bandits using family resources. Adrian ensures the dam audit happens and his family makes restitution. Both of you will report progress to weekly."
"And if we refuse?" Kieran asked, his voice tight with anger.
Heena looked at him with absolutely no warmth.
"Then I will make your lives extrely difficult. I’ll start with financial audits of all your family holdings. Then I’ll move to investigating your business partnerships, your trade agreents, your property acquisitions. I’ll examine every contract, every transaction, every gold piece that has moved through your families’ hands in the past decade."
She paused.
"And when I inevitably find the corruption and embezzlent and tax evasion that I ’know’ exists, I will prosecute it to the fullest extent of imperial law. Your families will be stripped of titles, lands, and wealth. Your nas will be disgraced."
The silence was absolute.
"Or," Heena continued pleasantly, "you can accept these relatively minor consequences for your families’ incompetence and corruption, fix the problems you created, and we can all move forward."
She smiled.
"Your choice. You have until tomorrow to decide."
Without waiting for a response, she walked to the door and opened it.
"This eting is concluded. You’re dismissed."
The four consorts stood slowly, their expressions ranging from furious to terrified.
As they filed out, Damien paused at the door.
"You’ve changed, Your Majesty," he said quietly.
Heena looked at Damien with a disgusted expression. "Changed? Ha! From how many tis you people have tried to undermine , sabotage , or outright harm —if I didn’t change, I would be a complete fool."
Damien looked at her for a long mont, sothing unreadable in his calculating eyes.
"Please allow us to leave, Your Majesty," he said quietly.
Heena waved her hand dismissively. "Like I already said—you’re dismissed."
With that, the four consorts bowed stiffly and left.
The door closed behind them with a solid ’click’.
