Gar’rak was a 2nd Realm warrior, which in the orcish constitution ant a body that was faster and stronger than a civilian worker by the margin that the 2nd Realm’s enhancent provided. The margin was not exceptional by the standards of the Horde’s combat-qualified warriors, most of whom operated at 3rd Realm and above, but it was exceptional by the standard of a single civilian worker whose job was counting.
Pesh had found a fourth discrepancy.
The killing took eleven seconds. The market district’s other workers had not had ti to intervene between the argunt’s beginning and the argunt’s conclusion.
By the ti the guard patrol reached the corridor, Gar’rak was standing in the market district’s northwestern corridor with Pesh’s blood on his hands and an expression that was not the expression of guilt, which was the expression of soone who knew they had violated a rule and feared the rule’s consequences, but the expression of a person who had done what the old orcish tradition said was right: a challenge had been issued, the stronger party had answered, the matter was settled.
"He kept saying I was lying," Gar’rak said, when the guard patrol’s sergeant asked the question that the situation required. "He called a cheat in front of the other workers. He called a cheat four tis. I answered."
The sergeant sent a courier to the administrative hall.

The war council convened in the configuration that the situation’s nature required: not a military council, not a planning session, but the full attendance of the chieftains and administrators and civilian track representatives that the nine-pillar building council had established as the governance body for decisions that affected the haven’s foundational principles.
Khao’khen did not speak first. He allowed the council to speak, listening with the specific attention of a chieftain who has already determined the decision but who understands that the decision’s legitimacy requires the council to arrive at it through their own process rather than through his authority.
"Gar’rak is a warrior," Dhug’mhar said. The Rumbling Clan’s chieftain had arrived in better condition than the previous weeks, the frost damage’s retreat having restored enough of his physical presence that sitting upright produced no visible effort. "A warrior answered a challenge. This is the tradition."
"Pesh was not a warrior," kka said. The food distribution manager’s voice carried the flatness of a person who has been in civilian track roles long enough to have developed strong views about the protections that civilian roles required. "Pesh held no weapon. Pesh did his job and his job found a discrepancy that was, by the market overseer’s record, the fourth discrepancy in six weeks. Pesh called the discrepancy what it was."
"And was answered," Gar’rak said. He had been brought to the hall. He stood at the table’s center with the posture of soone who did not understand why the hall had assembled over a matter that seed, to him, already resolved.
"You killed a civilian worker," Sakh’arran said. "A worker whose function was the accurate recording of market transactions. The market’s accurate recording protects every rchant in this district and every resident who purchases from this district from the specific dishonesty that the recording identifies. Pesh’s function was this city’s protection from a specific kind of harm. You killed the protection because the protection caught you."
Gar’rak’s expression shifted slightly. Not guilt. The recalibration of soone who had not frad the situation in those terms and was now processing the fra.
"He called a cheat," Gar’rak said again.
"He called you what the records showed you were," Sakh’arran said. "The record’s finding is the issue we are discussing. The record’s finder is dead because the record’s subject found the finding inconvenient."
The hall was quiet.

Khao’khen spoke.
"The haven we are building requires a specific thing that the Horde’s military structure does not require in the sa way," he said. "The military structure operates on strength and hierarchy. The stronger warrior commands. The hierarchy’s decisions are enforced by the capability that the hierarchy possesses. This functions for an army because an army’s purpose is the application of strength, and the managent of strength by the strongest is efficient for that purpose."
He looked around the table. "The haven’s purpose is different. The haven’s purpose is the safety of every orc who lives within it. The safety includes the warrior’s safety from external threats. It also includes the civilian worker’s safety from internal ones. A haven in which a warrior can kill a civilian who has inconvenienced him is not a haven. It is a garrison in civilian clothing. It is the old orcish world with a city built around it. That is not what we are building."
"Then what are we building?" Gar’rak asked. The question was not belligerent. It was the question of soone who genuinely did not understand the alternative frawork and who, in the absence of the old frawork’s clarity, had nothing to stand on.
"A city where the law is the law," Khao’khen said. "Not the warrior’s strength. Not the chieftain’s preference. The law. A written law that applies to every person within this city’s walls regardless of their Realm, their clan origin, their fighting record, or their relationship to the person being charged. The law is the sa law for the warrior and the civilian. The law is the sa law for the chieftain and the worker. The law is the sa law for Gar’rak as it was for Pesh, and the law says that killing a person who has not raised a weapon against you is a cri, and cris have consequences that the city’s law determines, not the criminal’s strength."
The hall absorbed this. The hall absorbed this as minds absorbed genuinely revolutionary content , with the specific resistance of a cultural operating system that had, for the entirety of everyone present’s life, resolved all questions through the principle that strength settled.
Dhug’mhar cleared his throat.
"Perfection has a question," he said.
"Perfection’s question," Graka said quietly, "should be brief."
"Perfection’s question is both brief and fundantal," Dhug’mhar said. "The law applies to everyone. This includes Perfection. If the law applies to Perfection, and Perfection’s physical capability exceeds that of any enforcent chanism the city currently possesses , which is a factual assessnt, not a boast, and the distinction is important , then the law’s enforcent relies on Perfection’s voluntary compliance rather than Perfection’s physical constraint. The question is: what is the basis for Perfection’s voluntary compliance?"
The table was quiet with the specific silence of a hall that has been asked a question it had not expected from the source it least expected it from.
Khao’khen looked at Dhug’mhar for a long mont.
"The basis," he said, "is that this city exists because the warriors who fought for it believed the city was worth fighting for. The city worth fighting for is the city where a civilian can do their job without being killed for doing it well. If the warriors who fought for the city exempt themselves from the law that makes the city worth having, the city they fought for ceases to be the city they fought for. The fighting becos the fighting that destroyed the thing it was trying to protect." He paused. "Perfection’s voluntary compliance is the basis for Perfection’s authority as a chieftain. A chieftain who stands above the law is a chieftain whose people have no law. Perfection’s voluntary compliance is what makes Perfection worth following."
Dhug’mhar was silent for an unusually long mont.
"Perfection," he said eventually, "accepts the argunt. The argunt is as strong as anything Perfection has physically encountered. Stronger, because it cannot be defeated by technique. Perfection notes for the record that Perfection’s compliance is not compelled but chosen, and that the distinction between chosen and compelled compliance is the distinction that gives the compliance its quality. Compelled compliance is what cowards produce when they fear the consequence. Chosen compliance is what Perfection produces because Perfection understands the thing worth protecting."
Graka said: "Duum." No retreat.
The single word landed in the silence with the weight of affirmation.

The first law was written that week. Not a code , the code would co later, the systematic compilation of the principles that the first law established. The first law was a single provision, short enough to be read aloud in thirty seconds, long enough to require everything that thirty seconds carried.
Within the walls of Yohan, the taking of a life without the cause of imdiate defense is a cri against the city. The city’s response to the cri is the city’s to determine, not the criminal’s. The determination is made by the council in session. No warrior’s Realm, no chieftain’s standing, no clan origin alters the cri’s nature or the determination’s process.
Tharuk carved the law into the administrative hall’s entrance wall, in the sa deep-relief technique that the rembrance wall’s nas used, because the chieftain had specified that the law’s permanence should be expressed in the sa material and the sa thod as the dead’s nas, so that everyone who entered the hall would pass both: the law that applied to the living, and the nas of the dead whose sacrifice had produced the city where the law applied.

Three years was not execution, which the council had debated and which the chieftain had argued against on the grounds that the first law’s application should demonstrate the city’s ability to respond with proportionality rather than absolute force, because a city that responded to every cri with maximum force was a city that had simply replaced individual strength with collective strength and had not advanced beyond the principle it was trying to replace.
Three years of labor. The sa labor that Droktagar’s crews perford: construction, water system maintenance, field work. The labor that built the city. The labor that Gar’rak would contribute to the city whose law he had violated, building the thing his violation had threatened, for the duration that the council had determined.
At the labor assignnt’s beginning, Gar’rak stood in the administrative hall’s entrance and looked at the law carved into the wall. He looked at it for the duration that the reading required. Then he looked at the nas of the dead on the exterior wall, visible through the hall’s open door, the nas carved in the sa stone by the sa hand.
He went to work.

Khao’khen walked the city’s streets that evening as he walked them every evening, the walking that was observation and assessnt and the specific quality of attention that a builder paid to the thing being built, the attention that noticed what had changed and what had not changed and what the change and the non-change ant for the building’s direction.
The market district was quieter than it had been in the days before. The specific quality of a community that has processed a significant event and is still in the processing’s aftermath, the quiet of people whose ordinary interactions are carrying more weight than they ordinarily carried because the weight of the event is still distributed through the ordinary.
Workers nodded as the chieftain passed. Warriors acknowledged him with the chest-tap that the Horde used for the acknowledgnt that was not salute and not deference but recognition, the recognition between people who were part of the sa thing.
At the market district’s northwestern corridor, where Pesh had died, soone had placed a stone. A flat river stone, smooth, the kind that the river’s western bank provided in abundance. On the stone’s face, in the administrative nural script that the learning hall was teaching and that Pesh had spent his working life using, soone had written Pesh’s na.
Not carved. Written in the charcoal that market workers used for tallying. Temporary. The rain would take it. But soone had made it before the rain could, which was the specific act that people perford when they wanted to mark a thing’s presence before the marking could be made permanent by soone with better tools.
Khao’khen looked at the stone.
Then he went to find Tharuk.
The stonemason was in his workshop, the space adjacent to the administrative hall that Droktagar’s crews had designated for the stone work that the city’s expanding built environnt continuously required. Tharuk looked up from the base section he was preparing with the expression of a person whose evening’s work plan was being interrupted and who was already assessing whether the interruption was worth the plan’s postponent.
"The market district’s northwestern corridor," Khao’khen said. "There is a charcoal na on a river stone."
Tharuk set down the chisel. "I’ll take the asurents in the morning," the stonemason said. Tharuk had already understood and was already planning , the response of a man whose entire existence in this city had been directed toward the permanent marking of nas that the temporary could not hold.
"The wall will need a new section," Khao’khen said.
"The wall can always hold another na," Tharuk said.
Khao’khen returned to the streets. The evening deepened. The city’s ordinary sounds continued: forge-cooling tal, children called inside for the night, the training grounds’ last drills, the market district’s vendors closing their boards.
The fourth pillar was the law. The law’s foundation was the city’s insistence that every person who lived within it was a person the city acknowledged. The acknowledgnt was the wall that held the nas. The nas were the answer to the question that every civilization eventually faced: who counts here?
Everyone, the wall said. Everyone who lives and works and dies within these walls.
Everyone counts.
The wolf watched the city that the law had made different from what it had been before. Not the buildings , the buildings were the sa. The difference was in the corridor where a charcoal na sat on a river stone waiting for the morning’s permanent replacent, and in the administrative hall where the first law was carved in the sa depth as the nas of the fallen, and in the council chamber where a body of orcs and civilians had adjudicated a case not by the strongest person’s preference but by the assembled judgnt of the city’s governance.
The governance was imperfect. The law was incomplete. The adjudication had produced a result that was the first result rather than the refined result that practice and precedent and revision would eventually produce. The first result was never the final result. But the first result was necessary because it was the foundation from which the final result’s developnt began.
The wolf did not wait for perfection. The wolf built with what was available and improved what was built.
