The discussion that followed was deciding who would be able to receive the ingredients from the rman Empire.

The rman Empire would trade ingredients for magic potions that would be useful to them, but there had to be a limit to who could make those trades.

It would have to be people that would have a clean record of not causing any trouble.

But that was only the first of many conditions that had to be passed to be able to trade.

Other than having a clean track record, they had to undergo a strict personality test as well to ensure that they wouldn't do anything harmful.

That would be done by a group that ca from both the sea witches side and the rman Empire side.

At first, it seed like the rman Empire side wanted to keep this right with the rman Empire. However, they accepted that doing this would create a divide between the rman Empire and the sea witches.

Even though he was open to breaking down the lines between the rman Empire and the sea witches, it was hard for him to act completely unbiased.
