“The seal of the Ultimate Fear… lies beneath Sky City?!”

Leon could hardly believe the words coming out of his own mouth.

For eight years, Sky City had been a familiar sanctuary. He’d visited countless tis, often with Rosvisser, not only for diplomatic reasons but also for leisure and relaxation. This was the place of their fondest mories—a haven for the lkvey family and countless others in the Dragon Clan.

Dimothy’s next words, however, carried the weight of revelation.

“To be precise… the entire Sky City is built upon the seal of the Ultimate Fear.”

Leon’s expression darkened as he processed this shocking truth.

“How? Why would you construct such an important city over sothing so dangerous?”

Dimothy sighed deeply, gazing down at the misty clouds surrounding the tower.

“Do you know why I built Sky City in the first place, Your Highness?”

Leon furrowed his brow, recalling what Rosvisser had once told him.

“You established Sky City to shelter Dragon Clan refugees after years of relentless civil wars. You and Dragon Kings like Konstantin and Odin united to give them a ho. That’s what I was told.”

Dimothy nodded. “That much is true. But there’s more to it than that.”

Leon’s gaze sharpened. “Then why would you place them in such a perilous position, atop this… seal?”

“Let explain,” Dimothy said, his tone heavy with weariness.

“After the Sacred Dragon Council approved our proposal to save the refugees, the responsibility of sheltering them fell to those of us who had championed their cause. The Dragon Kings who opposed the plan offered no land, no resources, and no aid.

“In their eyes, wiping out the refugees was the easiest solution. Efficient, they called it. But we couldn’t let that happen.

“At first, Konstantin, Odin, Morgan, and others agreed to house small numbers of refugees in their territories. But as ti passed, the number of displaced dragons grew exponentially. Their lands couldn’t sustain them, especially during the ongoing wars.

“So, I began searching across all Dragon Clan territories for a new haven where they could thrive.”

Dimothy’s gaze beca distant as he recounted his journey.

“During this ti, I encountered Veronica, the Silver Dragon Queen’s grandmother, as well as Principal Oseth of St. Heath’s Academy. Together, we discovered sothing unimaginable—an ancient seal beneath the Dragon Clan’s lands, left by the Primordial Dragon King Noah.

“This seal imprisoned the Ultimate Fear—a monstrous entity forged from the amalgamation of countless beasts. Its size defies comprehension, buried deep within the earth like the remnants of an unimaginable war.”

Leon’s voice grew tense. “And what did you do?”

“Veronica calculated that the seal would begin to weaken over tens of thousands of years. Without intervention, the Ultimate Fear would reerge, plunging Samael into darkness once more.

“But we had no Thunder Child. No destined savior. Without them, we couldn’t hope to stand against such a catastrophe.”

Leon’s fists clenched. “And then?”

Dimothy sighed again, his voice barely above a whisper.

“Principal Oseth devised a thod to delay the weakening of the seal. By countering the negative emotions fueling the Ultimate Fear with positive emotions, we could drastically slow its escape.”

Leon’s gaze instinctively turned to Sky City. A vibrant tropolis filled with hope, bustling streets, and joyous residents—the descendants of those long-ago refugees.

“So, you built Sky City,” Leon murmured. “A paradise atop a nightmare.”

Dimothy nodded.

“Yes, I made it a haven for the Dragon Clan, a place where refugees could rebuild their lives. Their happiness, their hope—it all served to reinforce the seal.”

Leon’s mind whirled. As horrifying as the revelation was, he couldn’t deny the brilliance of the plan. Dimothy’s actions, while risky, had likely prevented countless catastrophes over the millennia.

“If I hadn’t done this, Samael would have succumbed to darkness centuries ago,” Dimothy said softly. “You’re a smart man, Your Highness. I trust you understand.”

Leon t the Tower Master’s gaze. In Dimothy’s weary eyes, he saw the resignation of a man who had borne the weight of the world alone for far too long.

“And now?” Leon asked, his voice steady but laced with determination.

Dimothy’s lips curved into a faint, bittersweet smile.

“Now, the ti has co for to entrust everything to you.”

A Subtle Tremor

As the words hung in the air, the ground beneath their feet trembled faintly. Dimothy’s expression grew grim as muffled voices from the city below drifted up to the tower.

“Hey, did you feel that? That’s the second ti this week—it’s getting worse!”

“Yeah, is the city going to collapse?”

“Don’t joke about that, idiot!”

The tremors subsided, leaving only an eerie stillness in their wake.

“These earthquakes have beco more frequent,” Dimothy said gravely. “Each tremor signals the growing instability of the seal.”

Leon’s thoughts raced back to earlier clues—the strange energy Konstantin had ntioned whenever he approached Sky City.

It all made sense now.

“How much ti do we have left?” Leon asked.

Dimothy hesitated before replying.

“A month. Perhaps less.”

Leon’s chest tightened. “Only a month?”

Dimothy nodded. “It may not seem like much, but it’s enough to evacuate the city’s residents. I’ll inform them of structural issues and use that as a pretext to move them.”

“And the truth?”

Dimothy’s expression darkened. “Revealing the Ultimate Fear would cause mass panic. The incident with Konstantin at St. Heath’s Academy has already unsettled the Dragon Clan. We can’t afford further chaos.”

Leon agreed. “Then I’ll help. We’ll ensure the evacuation goes smoothly.”

The wind swept across the tower’s summit as they stood in silence, each lost in their thoughts. Beneath them, an ancient terror stirred—a harbinger of the battle to co.

The seal’s cracks widened, and the ti for action drew near.

Dimothy’s mission was complete.

Now, it was Leon’s turn to shoulder the burden.
