The one in front of him is more akin to an intelligent creature, definitely mastering so rules; otherwise, it wouldn't exude such a sense of danger.
It may very well be the actual leader of the sea beast squad just now.

Fortunately for them, more than gold-level World Ring experts have signed contracts with the Mist, forbidding casual intervention.
It's evident this Mist World must have many such experts, given its enormously vast area.
But we should also be thankful these Sea Beasts that attacked weren't like Kane and his gold-level peers.
If these gold-level Sea Beasts each mastered a few rules, Kane and his group would have faced an arduous struggle.
It wouldn't have ended like this, with only so mbers being heavily injured and no casualties.
It seems there's a different promotion requirent between beasts without intelligence and those with wisdom at the gold level.
At this gold level, intelligent creatures are far stronger than these mindless Beasts.
But thinking closely, reaching the gold level seems improbable without intelligence, right?
These Sea Beasts felt like cultivated cannon fodder, and the Sea Beast warning Kane's group seed like a normal gold-level creature.
Perhaps it was a Hero Commander unit.
To deploy dozens of gold-level cannon fodder, that sea area isn't ordinarily dangerous.
