"Konoha has suffered a great decline in strength because of the Night of the Nine-Tails, but its original foundation is still there. Even without Minato Namikaze, they still have Orochimaru. If Iwagakure launches a major war now, we will only give the other shinobi villages an opportunity."
"If Sunagakure and Konoha could be made to fight, that would be best."
Onoki looked south, his gaze flickering.
Kumogakure.
The Fourth Raikage's mood was sowhat complicated.
On one hand, Minato Namikaze's death had caused Konoha's strength to decline. To Kumogakure, that was a good thing.
But on the other hand, Minato Namikaze was one of the few ninja the Fourth Raikage acknowledged.
The death of a ninja he acknowledged made the Fourth Raikage unable to avoid feeling emotional.

"That Minato Namikaze did not die in war. Instead, he died in a ti of peace."
