Due to the unique nature of the long construction cycle and large investnt in building a naval fleet, it’s not feasible to operate like the army; a sufficiently strong fleet must be maintained at all tis. Otherwise, if ships are not built when not needed, there will be none available when they are.

Yunluo Center already had the capability to build civilian ships and was a primary target for Alliance developnt.
Jindi Star is the Founding World of the Mingyang Sect, which has now beco part of the Alliance frawork.
It’s said that the Sect of chanics has a transcendental status within the Empire, which, in both political tradition and clear law, is guaranteed.
However, the reality must be considered.
Jindi Star, being situated within such a powerful Alliance territory, could not possibly retain its independence indefinitely.
Even the stronger Alamita Sect (forrly the Alfonso Sect) has completely submitted to the Alliance.

Moreover, their submission is quite willing.
Since aligning with the Alliance, they have been thriving.
Originally, they were just an ordinary small sect on the Empire’s frontier, with nothing special. These three major shipbuilding centers aren’t all.
There’s also a large shipbuilding center each in the nghe Star Domain and the Alfonso Star Domain.
In other star domains, shipyards may not be as large, but building so small and civilian ships is definitely feasible.
The strong production capacity
is also the core of the rapid developnt of the Alliance’s comrcial fleets over the years.
But even if the Alliance’s comrcial fleets have a high demand for ships, it’s actually impossible to fully accommodate it.

A significant portion of these ships is sold off.
A portion of the sales, half of it flows into the Imperial Tax and falls into the hands of the Imperial Central Governnt. But in reality, only 2% of the ships are directly handed over as Imperial Tax.

Either as fronts or other forces purchasing ships from the Alliance at prices higher than those set by the Departnt of Taxation, paying in Alliance currencies or other assets.
