In people’s eyes, the Empire system, similar to feudalism, allows various ’lords’ to dominate, with Planetary Governors able to dictate all matters on their planet akin to sovereigns; Star Domain Heads are like powerful provincial lords; Cosmic Domain Chairs resemble regional Alliance Leaders—this political stance is easily understandable.
Without effective direct governance from the Central Empire, devolution to localities has to occur. Then, try to either ally with or intimidate the Alliance Leaders and lords, barely maintaining the Human Empire’s ramshackle state for millennia.
