Early the next morning, Luo Zheng received a call from Ghost Hand and Snow Leopard. The two had led their teams to infiltrate the area, and with the help of the Security Bureau, they found a place to settle down. They inquired about the next steps, as there had been changes in the situation. The original plan was canceled, and Luo Zheng imdiately instructed everyone to wait at their location and called the ambassador for assistance in bringing everyone over.
The ambassador agreed readily. An hour later, Ghost Hand and Snow Leopard's team arrived at the Embassy, the brothers reunited, and Luo Zheng felt much more at ease. According to the initial plan, Luo Zheng had Ghost Hand and Snow Leopard separately monitor the United Nations office building and Sam Country's Security Bureau office building. Now, with the change in circumstances, there was another force disrupting Sam Country. Moving recklessly could expose them, so it was better to regroup and wait for the right mont.
Everyone was extrely exhausted en route, so Luo Zheng asked the ambassador to arrange rooms. They shared a al and went to rest. However, Luo Zheng called Lan Xue, Ghost Hand, and Snow Leopard into a room, recounting the events on the plane and recent occurrences, which left Ghost Hand and Snow Leopard sighing deeply. In just a few days, so many disturbances had erupted.
The two absorbed the intelligence. Ghost Hand, surprised, asked, "Since there's another group against Sam Country, should we make a move now?"
"Definitely not now. It's better to stir things up from behind. Later, we'll use tir bombs, targeting busy shopping centers, but not to harm anyone—just to create panic and unrest. Let Sam Country face the crisis and direct their anger at the other group, making them fight amongst themselves." Luo Zheng smiled.
"Makes sense, it's a good idea. We have quite a few button bombs." Ghost Hand said excitedly.
"Rember, don't harm anyone. Choose restrooms, plumbing, parking lots—places with fewer people. Though the explosions cause businesses to cease operations, they create panic. Rember, just act once, set it for noon tomorrow. Select the location and target yourselves, and imdiately withdraw to the Embassy after acting. Any questions?" Luo Zheng asked Ghost Hand and Snow Leopard seriously.
"No problem." They both agreed readily.
"You both are tired too. Rest for a while first. Coordinate this mission yourselves, I'll leave it to your judgnt. Ensure everyone's safety. We're just creating chaos, not conducting a real terror attack. The more chaos, the better, but without harming the innocent." Luo Zheng instructed seriously.
"Don't worry, we're soldiers, not terrorists. However, there's one problem." Snow Leopard said puzzledly. Seeing Luo Zheng's curious look, he continued, "If only to create panic, our thods differ from the KGB's—might it provoke suspicion from Sam Country?"
"What do you want to say?" Lan Xue questioned in surprise.
"I think, besides shopping centers, subways could also be a target. Train derailnt, injuries but no fatalities—this seems more realistic. Otherwise, it may not truly anger Sam Country but instead lead to doubts between both sides, ultimately unfavorably affecting us." Snow Leopard reminded.
"Makes sense, shopping centers, subways, even hospitals, libraries—any populated places work. The focus is on the subway to disrupt their transportation. Snow Leopard Brothers' suggestion is very good; choose your targets based on the situation." Luo Zheng agreed.
"Understood." The two promptly agreed and rose, heading back to their rooms to adjust their ti zones and catch so sleep.
Luo Zheng signaled Lan Xue to close the door and dialed Lan Xing's cellphone. Once connected, he said, "At noon tomorrow, we'll create chaos. Handle three things."
"What things?" Lan Xing quickly asked.
"First, find a way to leak to the United Nations International Police Headquarters that, although the international police on the plane were assassinated by criminals, Sam Country's special agents stood by without helping. Directly saying Sam Country assassinated them may not be believable; however, saying they stood by will surely be convincing. Any issue?" Luo Zheng said seriously.
"No problem, we have people inside the United Nations Police Headquarters; it's easy to have them handle this. What's the second task?" Lan Xing agreed wholeheartedly.
"After noon tomorrow, spread rumors that the series of explosions isn't a terrorist attack but a KGB strike, including the police convoy attack also done by the KGB. No need to explain the reason—since the KGB and Sam Country are sworn enemies, let Sam Country speculate themselves." Luo Zheng instructed.
"No problem, and the third task?" Lan Xing agreed readily; these tasks for Lan Xing were straightforward, especially with the Information Officer from the First and Third Squadrons assisting.
"The third task is to monitor Sam Country's President closely and learn his recent schedule. This must be done secretly, without alarming him." Luo Zheng instructed seriously.
"Understood." Lan Xing seed to sense Luo Zheng's seriousness, quickly agreed, faintly feeling a major action was being planned by Luo Zheng—but resisted asking about it due to curiosity.
Ending the call, Luo Zheng noticed Lan Xue watching him curiously, and he paused sowhat surprised, then laughed, "What's up? Is there sothing on my face?"
"Though these arrangents can provoke incidents and even pin the bla on the KGB, inciting conflict between Sam Country's Security Bureau and the KGB, we remain uninvolved. But it doesn't rescue my father. Are you targeting Sam Country's President intending to rescue my father?" Lan Xue asked solemnly.
"Yes." Luo Zheng admitted. "If Uncle Lan is detained, attacking head-on won't work, nor can clever sches rescue your father. The only way is to exchange hostages—one that could compel Sam Country to compromise is the President. Capturing Sam Country's President to pressure them to release him, although risky, could potentially incite war between the two countries—it's a last resort, used only in dire circumstances."
"I understand." Lan Xue replied with sudden realization, casting a look of helplessness at Luo Zheng filled with profound gratitude. This man here dared to abduct the President for her sake—what else was there left to worry about?
"I said, no matter the cost, I'll rescue Uncle Lan. A man's word is his bond." Luo Zheng continued seriously, gazing outside, his expression becoming more solemn. He added, "You needn't worry too much; with International Police intervening, things will beco more complicated, adding many variables. Opportunities might arise."
"Yes, I understand." Lan Xue's heart gradually settled, gazing at this man, feeling as if no matter how challenging the situation, he could endure it and shoulder any burden, warming her heart with happiness.
Suddenly the phone rang, Luo Zheng picked it up and saw it was the ambassador calling, shocked, quickly answering. Before he could inquire about the situation, the ambassador's voice ca somberly over the phone: "There's trouble."
