The Balwang Islands, located in the northeastern part of the Philippines, are a small cluster of islands adjacent to the Pacific Ocean, notorious for being the area with the worst law enforcent environnt in the Philippines.
The people living here are mostly indigenous tribes of the Philippines, known for their tough nature and difficult governance.
Because of this, for a long ti, this place has been beyond the reach of Philippine law, making it almost a lawless land.
Locals here typically rely on fishing to make a living, but due to their inherently lazy nature, just relying on the fish and shrimp they catch is often insufficient to et their needs, so most of them have another identity!
That is, pirates!
These indigenous people, disguised as civilians, usually go out to sea on fishing boats, but their more significant task is to monitor the cargo ships in the adjacent waters. Once they spot a suitable target, they relay the ssage back and transform into ruthless pirates.
Over ti, this place has beco the pirate nest of Southeast Asia!
At this mont, in a quaint seaside manor on an unnad small island in the Balwang Islands, the Philippines’ largest drug lord, Palo, is sullenly drinking with his n.
Since the fleet he dispatched last ti was completely annihilated by Jade Island, he has been on the run like a rat!
After switching between more than a dozen hideouts, he finally returned to his old lair, where he initially rose to power; to him, this is the safest place.
In fact, given his temperant, he wouldn’t normally agree to fleeing everywhere, even though he knows this ti he provoked a formidable opponent.
Right after his fleet was annihilated, he received a video from overseas covertly, showing his painstakingly built fleet being destroyed in an instant.

After feeling things were going awry, he secretly left his forr settlent with arrangents made by the Philippine high-level officials and the Samsung Company, constantly changing locations and eventually arriving in the Balwang Islands.
He knows that his opponent this ti probably won’t let him go, and will certainly try every thod to covertly investigate; based on this reason, he decided to bide his ti for now.
However, the past few months of hiding have been driving him crazy, especially in this godforsaken place.
In the room, Palo drinks a large gulp of red wine while his eyes scan a photograph in front of him. In the photo is a handso young man, smiling confidently.
"Damn Oriental!"
A fierce glow flashes in Palo’s eyes as he casually picks up an HKP7 rapid-fire handgun beside him and fires several shots at the photograph.
"Bang bang bang!"
The loud noise imdiately alarms the subordinates guarding outside the door.
"What happened, Boss Palo!" A subordinate enters the room, looking at Palo holding a gun in one hand, asking suspiciously.
"Nothing!"
Palo seems to have cald down by then, slowly putting down the handgun, and then asks, "Go check the port. Have those governnt bastards arrived yet?"
"Yes!"
Hearing Palo’s order, the subordinate hurriedly leaves the room.
Just yesterday, Palo received a ssage from officials suggesting they wanted to discuss so strategies together, agreeing to et today.
Palo has always been lukewarm towards these governnt officials. He also knows that they are only using him as a pawn, ready to discard him as soon as they are done utilizing him.
Over these days, through various channels, he also learned that Jade Island’s rise has reached an unstoppable trend, and the Philippine governnt is now under trendous pressure.
At this juncture, they are certain to make so decisions, perhaps even eliminating him to thoroughly sever their adversarial relationship with Jade Island!
Realizing this, Palo becos even more uneasy. He vaguely feels that it’s ti for him to secretly leave this place.
While Palo is lost in thought, footsteps sound outside the door, and the subordinate who just left returns again.
"Boss Palo, they have arrived and are right outside the manor."
"So fast?" Hearing this, Palo frowns slightly because, in his view, there still seems to be so ti before the agreed eting.

"I didn’t see the boat. When I went out, they were already outside the manor, only two people." The subordinate doesn’t understand what Palo ans but answers truthfully.

While speculating in his mind, Palo still instructs his subordinates to go out and bring them in.
After all, this is his territory; no matter how bold they are, they wouldn’t dare to attack him here.
Soon, the subordinate returns, bringing two n in black suits into the room.
"Mr. Palo, I think you might be in trouble now."
Just entering the door, one of the n in black speaks to Palo.
"What do you an?" Palo slightly frowns, speaking with a hint of nace in his eyes.
"According to our investigation, not long ago, an unidentified vessel entered this sea area and then disappeared. The governnt’s intelligence departnt suspects this might be agents from Jade Island, aning your location is thoroughly exposed now!" The man in black speaks with a grave tone.
"Jade Island?"
At the ntion of this na, Palo’s eyes are filled with fury.
"So what? Do you think their fleet would dare co here?"
"That it won’t, but for safety’s sake, the higher-ups have decided to let you relocate, which is beneficial for all of us, isn’t it?" The man in black calms a bit after hearing Palo but imdiately speaks in a commanding tone.
"No! I think you’ve got it wrong! Changing hideouts doesn’t benefit , but benefits you!"
Palo seems to have fired up, speaking with a bit of anger, "Moreover, I no longer trust those above. From now on, keep out of my actions!"
As he speaks, Palo has already drawn out a handgun from his waist, aiming it at the man in black, speaking in a threatening tone.
