Guan Qing held her arms across her chest, pacing back and forth in irritation, "It’s clear that soone is deliberately targeting us! Among those causing trouble, how many are actual custors? How many are shills? Are you guys clear on that? And you want to pay them off to keep the peace! What if more people stir up trouble tomorrow?"
