This civilization chose not to resist or cut ties, which can actually be understood, and isn’t entirely foolish; it sowhat is based on so reasoning.
Out of the remaining 178 Level 1 Civilizations,
are Alien Race Civilizations.
The remaining more than a hundred civilizations are purely Human Race Civilizations. These Human Race Civilizations chose to believe in the benevolence of alien races, a thing he couldn’t comprehend.
The difficulty for a Level 1 Civilization to ascend to a Level 2 Civilization isn’t extraordinarily hard.
If it weren’t for the continuous suppression by the Kasha Civilization, the number of Level 2 Civilizations would have outnumbered the current tally.
But after all, there are hurdles in between.
Those Level 2 Civilizations are evidently much smarter. Except for the "Mantis Civilization", none of the Level 2 Civilizations broadcast anything to the universe, obviously because these Level 2 Civilizations have a deep understanding of the brutality of civilization wars.
Virtually all civilization wars,
inevitably end with the extermination of a race.

If a civil war ensues, there might still be other possibilities, but for an interspecies war, the war won’t cease in any form other than the extermination of one side.
