However, unlike Ogerpon's dual Ultimate Skills, Carrion's were just that... dual Ultimate Skills.
This was evident from the magicule difference.
After awakening, Ogerpon's magicules reached 8,000,000, nearing the Calamity Domain, while Carrion's didn't even hit 3,000,000.
Ogerpon's magicules hinted at further potential.
Her Izanagi and Izanami were rely transitional.
In contrast, Carrion had likely reached the limit of his Ultimate Skill developnt, with little room for further breakthroughs.
'Unexpected, yet reasonable.'
Damien wasn't too surprised by Carrion's situation.
In the context of the Central World, this was about Carrion's level.
Dual mid-tier Ultimate Skills could hold their own against a standard high-tier Ultimate Skill but had slim chances of victory.
Against the Seven Virtues or Seven Sins, they'd be utterly crushed.
Thus, Carrion's strength placed him roughly within the top 50 powerhouses on the Central World, but he couldn't touch the top 20.

Damien said, "Stay in this kingdom for now. Once you're ready, join Frey in announcing your integration into my Monster Kingdom."

Carrion had no objections.
In fact, Damien's thoughtfulness left him flattered.
At that mont, Carrion understood why Frey held Damien in such high regard.
He didn't treat subordinates as tools but as companions.
Though there was a hierarchy, it wasn't harsh. He balanced authority with benevolence, leaving no room for complaint.
"Frey, you stay as well."
Damien added, "Fill Carrion in on the Monster Kingdom's details."
"As for your Three Beastketeers and the Lycanthrope…"
"They'll stay in my city for now."
Since Carrion was now his, his subordinates were naturally Damien's citizens.
The Monster Kingdom wasn't a feudal system.
None of that nonsense about "my familiar's familiar isn't my familiar."
Damien's stance: Carrion is mine, the beast kingdom is mine, its citizens are mine... everything is mine!
That was the Monster Kingdom's rule.
Centralized authority, all governed by Damien's will.
"It's their honor!"
To be close to Damien was a stroke of fortune. Carrion was thrilled, not about to refuse.
If Damien took a liking to Albis and Suphia, Carrion wouldn't have to worry about their futures.
Gaining Damien's favor was more valuable than anything!
"You did well back there, kid."
After Damien left, Frey looked at Carrion, teasing, "My efforts weren't wasted."
"Tch!"
Carrion glanced around, confirming Damien was gone, then pursed his lips.
"What?"
Frey glared at him. "Awakened now, and your wings are stiff?"
"That's not what I ant."
Truth be told, Carrion couldn't hold his head high around Frey.
He owed her too much to act tough.
"Pouting... is that how Lycanthrope show gratitude?"
"Co on, you're being unfair."
Carrion felt suprely wronged. "Tell what you want to do, alright?"
Being held by the debt of gratitude, Carrion was beyond frustrated.
Yet he had no way to deal with Frey.
"That's more like it!"
Satisfied with Carrion's submission, Frey said, "My request is simple: from now on, the Harpies and Lycanthrope form an alliance, advancing and retreating together."
"Huh?"
Carrion scratched his head, confused. "Aren't we already on the sa side?"
"Idiot!"
Frey looked exasperated, as if he were hopeless. "Do you know how fierce the competition is within the Monster Kingdom?"
"Don't get cocky just because you've awakened!"
"Your strength is nothing in the eyes of the Monster Kingdom's powerhouses!"
Curious, Frey asked, "By the way, what are your Ultimate Skills?"
"Lord of War - Set and Lord of Underworld - Osiris."
"Wait!"
Frey's face was full of disbelief. "You have two Ultimate Skills?"
"Yeah, what's wrong?"
"…"
Frey felt a pang of envy.
Why?!
How did this big oaf get two Ultimate Skills when she only had one?
"Low-tier?"
Low-tier, mid-tier, high-tier, Virtues/Sins, top-tier, transcendent... these were the Monster Kingdom's six tiers for Ultimate Skills.

He'd agreed to her alliance, uniting the sky and earth branches of the Lycanthrope once more.
