On the afternoon of September 12, Gan Guoyang held a news conference at the MGM Hotel in Las Vegas, making a statent on the terrorist attacks that occurred in New York yesterday.
Gan Guoyang paused at the beginning of his speech, making those unaware think he was going to say, "I take full responsibility for this attack," causing Wang Fuxi in the audience to tense up.

Unlike President Bush, Gan Guoyang did not focus solely on 9/11 but condemned all human acts of violence, planned aggression, and terrorism.

The main objectives of his speech were twofold: First, to clarify his disassociation from the attacks, stating he was not foretelling but rely using rhetorical expression out of anger.
Second, to reveal to the public that Las Vegas would establish an NBA team, believing that this team could soon et with fans, boosting the Arican stock market and public confidence.
"Finally, I quote from the Bible, Isaiah, Chapter 9, 'The people walking in darkness have seen a great light; on those living in the land of deep darkness, a light has dawned.' I believe wherever they are, light will always be with everyone. The sun has never set; we just happened to turn our backs. I hereby announce that Las Vegas will strive to have an NBA team, becoming the 30th mber of the league. A significant portion of future team revenues will be donated to the victims of this event, as well as to the firefighters and police officers who sacrificed their lives and health during the rescue efforts."

After Gan Guoyang finished his speech, the audience erupted in enthusiastic applause and a series of questions followed.
"What will the Las Vegas team be called?"
"Will the league allow Las Vegas to have a team?"
