Although Rock City officials allow private houses to take in guests during the autumn tea harvest, one must still register at the Prefecture Office and pay taxes. Even though the tax rate is not high, this is one of the sources of fiscal revenue for Rock City. If anyone conceals the information and fails to pay, the officials will not only confiscate the rental inco but also impose a fine."

How do the officials keep track of private houses taking in guests?
