This was the highest administrative center in Trolian, where governors of all ranks were responsible for all matters other than warfare.
They might not seem that important, but in reality, they were the cornerstone of Trolian’s existence.
Only a complete and powerful human society could support so many powerful humans and super war weapons.

Two Chief Governors and thirty-two High-Rank Governors gathered together.
All were jubilant, except for one who appeared sowhat somber.
"Incredible! Star Town is a classic example of operational construction!"
"As a Defender and leader, Rod must be credited with the primary rit!"
"Star Town has accommodated nine hundred thousand people for us! The whole Outer City District has improved!"
"Not enough, still not enough. Star Town can accommodate another million people!"
"Your information is outdated! They’ve taken Black Water Swamp and Isone Ruins, look at their size! They can accommodate another three million!"
There was a loud clamor, and the entire hall was ablaze with excitent, everyone’s eyes turning red.
Especially the governors from Royal City.
Because Star Town had always accepted residents from Royal City.
A High-Rank Governor exclaid, "No, I object! You’re not being fair. You can’t just give to Royal City; other towns should share the quota too!"

Chief Governor Talinus spoke with a hint of gloom, "If that’s the case, then the quota for each town won’t be much."
A High-Rank Governor shouted, "Can Star Town get a bit more? We’ve heard they’ve opened up farmlands, plantations, breeding lakes, and countless mines. Many of our poor can’t find work, whereas jobs are plentiful in Star Town."
"Exactly, isn’t that the most logical allocation? Those who only consu food, unstable elents, turn into workers with actual output value!"
"This will cause a surge in our performance trics this year! The overall order and stability factors will significantly improve! Trolian’s total output will reach a new level."
Chief Governor Mandler said with so difficulty, "But Lord Rod has said the limit is three million."
"How can that be the limit? Go and talk to Lord Rod again!"
Chief Governor Mandler regretfully said, "He refused!"
"How can this be acceptable? Why would he refuse? Did you offend him?"
"Quick, we must nd this relationship; it’s tied to our performance trics for the year!"

Chief Governor Mandler shouted, silencing the wave of clamor.

The governors, having their ulterior motives exposed, turned red with embarrassnt.
Considering Rod’s current achievents and status, becoming his partner was a highly coveted position. If they managed to secure this avenue, they could sell a spot for ten thousand silver coins.
If they could send out ten thousand, it would an a billion silver coins in their pockets.
Of course, this venture failed before it even began.
"So what do we do now?"
A High-Rank Governor cautiously asked.
"The issue of living space has beco our number one problem. We don’t have enough Fuel Elent, not enough houses, not enough Spirit Lamps, not enough jobs, we lack everything. Star Town is obliged to accommodate more."
Another High-Rank Governor suddenly asked, "What exactly is going on with Star City? Hasn’t the Conquest Legion taken it yet?"
Chief Governor Mandler answered, "No, they are still engaged in battle with the darkness underground."
"What exactly is Commander Lothar doing?" a High-Rank Governor couldn’t help but complain. "Star City has been under siege for almost half a year, and it’s still not habitable? What was said in the beginning?"
"Why is Commander Lothar so useless? People really can’t be compared. We might as well let Lord Rod do it."
"Right! I agree!"
"We should propose this to the Supre Council right away!"
"Be quiet!"
Chief Governor Mandler shouted, "Is the appointnt of a Commander sothing you can interfere with? Stop leading astray. There are only three million slots, you all divide them up amongst yourselves!"
"I don’t care about losing face anymore. I’ll personally go to Star Town and see Lord Rod, even if I have to kneel and beg for another million! Anymore and Star Town will explode; none of us will complete our duties!"
With a flick of his sleeve, he stord out the door.
Leaving everyone looking at one another in bewildernt.
After a mont of silence, they suddenly realized the three million scorching hot slots were right before their eyes.
Instantly, everyone’s breathing grew heavier.
Then, after a mont, the hall burst into chaos.
