War brings gains, but the costs are high.

Overall, it’s not the most cost-effective strategy.

So the army serves as an anchor while other thods chip away at neighbors and plant spies.

When the ti is right and the situation is favorable, the military delivers the final decisive blow.

That’s the smartest approach.
